which consists of knocking down the offender on a motorcycle.
What justified the implementation of this method?

In England, the so-called tactical contact method was developed to respond to the explosion of crimes and offenses linked to motorcycles, mopeds and scooters, especially purse-snatching offences.
In the Greater London area alone, in 2012 the number of reported cases was 827 but in 2017 it was 23,000.
The so-called tactical contact technique was not at all conceived and deployed in the context of urban rodeos, which represent much more of a French phenomenon.
