In practice, and due to the continuous change in the number of the population and their scientific and economic levels in conjunction with global changes and emergency conditions in each time period, it is no longer possible to manage the affairs of any society through the central methods that have been followed for decades according to the opinion of a number of specialists. Represent any small or large part of the community.

In order for the administrative units (the link closest to the local community) to keep pace with each current stage, they must be in constant change in order to be able to take into account the disparity between the countryside and the city at each stage, and thus development should be as balanced as possible in all regions and regions.

Accordingly, Article 15 of the Local Administration Law issued in 2011 sets the term of local councils at four Gregorian years, starting from the date of issuance of the deed naming the winning members, and it may be extended by a legislative instrument. It is also not permissible to combine the membership of more than one local council in accordance with Article 16 of the law.

After every new election for local councils, the councils are called according to Article 17 of the law to meet in their first session by a decision of the minister within fifteen days from the date of issuing the legal instrument naming the winning members. Carry out their business in accordance with Article 18.

Since the decrees and decisions related to the results of the current local council elections were issued on 10-2-2018, the term of the current councils’ term ends on 2-10-2022.. and in accordance with the text of Paragraph (a) of Article 25 of the General Elections Law No. 5 of 2014 The date of the local council elections is determined by a decree issued within the sixty days preceding the end of the term of those councils, which is what happened with the issuance of Decree No. 216 of 2022 setting the eighteenth of next September as the date for the election of new local council members.

It is noteworthy that the headquarters of these councils are naturally located in their respective governorates.. According to the conditions and repercussions of the war on Syria, the Idlib councils are currently located in the city of Khan Sheikhoun and the Raqqa councils are in the city of Sabkha in the liberated countryside, according to the director of the councils and local development, Iyad al-Shama’a.
