Today, the dialogue sessions held by the National Union of Syrian Students in partnership with the Ministry of Local Administration and Environment continued within the framework of the second phase of the youth initiative “First Neighbor” with the aim of raising the level of popular awareness in the local administration elections and involving young people in them and in local councils through candidacy and giving them an active role in society As they constitute a primary objective in the political and service aspect.

The second phase of the initiative includes holding dialogue sessions at the level of neighborhoods and municipalities adjacent to universities and institutes in various governorates, through which the Union’s volunteers work to educate the residents and students of these neighborhoods about the structure and organization of the local administration in Syria, empowering youth candidates for municipal elections from the residents of these areas, and encouraging the people To participate in the elections and carry out some useful post-election activities.

During the dialogue session that was held in the Waqf hall in Jaramana, rural Damascus, the youth participants pointed out that the session provided a comprehensive definition of Local Administration Law No. 107 of 2011 and its wide benefits for administrative units and the development of their work by strengthening administrative decentralization and democracy to ensure the provision of quality services to all regions.

Young Lien Suleiman saw the First Jar initiative as an opportunity to emphasize the role of young people and their effective participation in building and rebuilding their homeland, based on the exercise of their duties and rights to choose who represents them in the local council elections and the promotion of women's empowerment as voters or candidates.

Young Maher Masri pointed to the importance of spreading legal culture among young people and informing them of the laws regulating elections, based on the importance of the current stage of reconstruction and the role of youth in it, pointing to the need to choose the best candidate capable of setting priorities for development services.

In turn, Hanna Bitar, a member of the leadership of the Damascus branch of the National Union of Syrian Students, indicated that the event came to introduce the boards of directors and their mechanism of action in every neighborhood, town and city, pointing to the union’s role in educating young people in terms of participating in the elections to bring about real development in society and support the work of local councils.

The facilitator of the dialogue sessions in the National Union of Syrian Students Mahmoud Al-Masry explained that the sessions focus on introducing the concept of the local community and encouraging young people to participate in the elections in terms of candidacy and voting, and introducing them to the role of decentralization, the role of local councils, and the necessity of the presence of the youth group among its members, as they are a productive and effective force on which to build the future.

In Tartous, the dialogue sessions continued, as the head of the National Union of Syrian Students, Dareen Suleiman, confirmed in her statement to reporters after her participation in one of the sessions in the village of Beit Kamouna that the main objective of the sessions is social movement under the title of interest to all Syrians, which is the local councils to highlight the importance of candidacy and participation, especially for the youth category. .

Suleiman pointed out that today's session comes within the second phase of the initiative, which is the dialogue with the councils, preceded by the first phase in the form of dialogues with university youth, with the participation of legal experts.

Suleiman pointed to the importance of Local Administration Law 107 of 2011, which the terrorist war prevented from activating and what constitutes the independence of these councils to take their social role. Hence the importance of the participation of local community residents to deliver the most efficient and who deserves access. The elections reflect the demands of these areas, which is an essential point for all of us to be partners. With the Syrian government in the reconstruction phase, which produces and graduates figures capable of leading the councils in a way that will reflect positively on the development of the various sectors.

In Homs, the dialogue session “First Neighbor” which was held in the town of Al-Mazaina in Wadi Al-Nadari discussed the importance of the role of youth in running and participating in the local administration elections. The National Council of Syrian Students, in partnership with the Ministry of Local Administration and Environment, with the aim of activating the role of youth in public affairs, raising their awareness and empowering them in political and service life through participation in elections and candidacy. .

In turn, the legal Maan Tahmouz provided a detailed explanation of the Local Administration Law No. 107 of 2011 and its provisions clarifying the tasks of the local administration, which constitutes a direct contact with citizens and which bears many responsibilities, reviewing the mechanism of candidacy and elections and the role that falls on the shoulders of these councils in the development of communities rural areas and ensuring the implementation of all services.

A number of students, including Hassan Hammoud, Tesba Othman, Suleiman Abdullah, George Qai, Fidaa Muhammad and Muhammad al-Naqari, pointed out the need for members of the local administration who will win in the elections to carry out their role and to cooperate with citizens to provide all community services that advance cities, countries and municipalities, pointing to the importance of the convening. Such awareness sessions allow young people to express their opinions and be real participants in building Syria.

In Aleppo, the dialogue sessions on the local administration elections continued. The discussions that took place in the city and municipal councils of Maskanah, Deir Hafer and Nubl focused on introducing local administration councils and their administrative structures, the members’ tasks and their role in implementing service projects for their development, in addition to shedding light on the local administration law, which allows different segments of society to run for office. For local councils who meet the regulating conditions and instructions.

The participants, specialists in the local administration law and session facilitators from the Student Union of Universities and Institutes called for the necessity of the participation of the young generation in running for the local administration elections, exercising their electoral right guaranteed by the constitution, and choosing the competencies capable of advancing the service reality of cities, countries and municipalities.

The people demanded the necessity of providing the necessary services to their areas, including providing drinking water, activating transportation, securing transportation to Aleppo, limiting the decline in education, establishing investment projects for self-financing municipalities, activating popular and voluntary work, and establishing citizen service centers to reduce travel burdens and routine procedures.

The interventions also dealt with the demand for securing the requirements of agricultural production such as fuel, seeds, fertilizers, asphalting of streets, extension of agricultural roads, and providing municipal councils with the necessary mechanisms to maintain cleanliness and establish health centers.

In Lattakia, the dialogue session organized in the municipality of Al-Qanjara was characterized by an interactive atmosphere between the organizers of the session and the participants from the audience, during which the performance of the municipality’s work over the past five years was evaluated and the services needed by the region in the various service sectors such as education, health, hygiene, transportation and others were discussed.

Faten Taha, the facilitator of the dialogue session, explained that the dialogue sessions held by the union aim to introduce the local community to the local administration law, the role of local councils, and the responsibility entrusted to the local community in terms of participation in candidacy and election, which opens the way for greater options that contribute to enhancing efficiency and raising reality to the required level.

The participants Jaafar Haider, Reem Mariama and Tasneem Al-Helweh expressed their appreciation for the efforts made to organize such events that would enhance the dissemination of the culture of dialogue and contribute to finding solutions instead of standing by as spectators and criticizing the councils without any knowledge of their tasks and mechanism of action and encouraging citizens to participate and that they are the decision-makers in Everything that is going on around them.

On the second of August, the National Union of Syrian Students, in partnership with the Ministry of Local Administration and Environment, launched the “First Neighbor” initiative at the level of public and private universities as a first stage, followed by subsequent stages to spread awareness regarding local council elections.
