Russia is using the report of the humanitarian organization to blame Ukraine for the atrocities it commits

Woody Allen recounts the beating he has received from some thugs: "First I hit one with my eye on my fist," he says, "and then I hit another with my nose on his knee."

The tragic version of the strategy is found in the statement where Amnesty International (AI) says that Ukraine endangers the lives of civilians by placing forces in populated areas.

Although these civilians would not be in danger if Putin had not attacked Ukraine, being the attacked party does not exempt one from complying with the norms of international humanitarian law.

But, as specialist lawyer Wayne Jordash points out, the organizations dedicated to investigating these violations must provide credible evidence.

AI has not done so nor has it conducted a rigorous investigation.

Nor has it taken into account the military or humanitarian context to assess what was or was not necessary.

Ukraine's troops cannot choose what to defend.

Their performance must correspond to the scale and nature of the forces they face;

they also know the behavior of the Russian army in the conquered areas.

The report, says Jordash, contains "little evidence and analysis and a lot of unconscionable accusations."

Those responsible were aware of problems in the document, writes Tom Mutch, who points out omissions and errors (civilians are evacuated, contrary to what AI says; schools where the army is installed are also evacuated).

Expert Jack Watling argues that the report "shows little understanding of the laws of armed conflict (...) and military operations."

One example is when he suggests that troops camp in forests, which would leave cities unprotected.

The director of AI in Ukraine resigned and the organization issued a statement where, without retracting, it regretted "the anguish" produced.

Russia uses the report to blame Ukraine for the atrocities it commits.

but it is particularly grotesque that a humanitarian organization ends up serving the propaganda of the assassins.
