The LCSD subsequently announced that it would implement three short-term measures at its performance venues, including suspending the use of Weiya mechanical devices.


The LCSD said today (12th) that the Hong Kong Cultural Centre and the Hong Kong City Hall have stages and provide stage facilities and installations. Therefore, stage managers are arranged at the relevant performance venues to perform stage operations and supervise stage mechanics. The gymnasium is a multi-purpose venue, so there is no resident stage supervisor to be responsible for stage management. The organizer must appoint qualified professionals to verify that the stage and related equipment works are safe and secure.

According to the LCSD, the performance venues under its management, such as the Cultural Centre, the City Hall, etc., have stages and provide stage facilities and installations to support cultural and artistic activities. Therefore, these performance venues arrange resident stage managers to perform daily stage operations and provide Stage services, supervising stage mechanics, communicating with venue users to solve technical problems and assisting in the preparation and updating of facility technical data, stage plans, work drawings, equipment and facility records, etc.

The authorities continued that the stage managers of the venues are not qualified as registered engineers or those responsible for approving the safety of stage structures. If the hirer adds large structures or mechanical devices to the stages of these performance venues, they still need to hire "qualified professionals". Confirm with the Department that the stage and installations constructed are safe and secure, emphasizing that the approach is similar to that of the Hong Kong Coliseum.

On August 1, the working group co-ordinated by the LCSD and responsible for investigating the cause of the serious accident at the Hong Kong Coliseum in Hung Hom, making recommendations and follow-up conducts an on-the-spot investigation at the Hong Kong Coliseum.

The LCSD also stated that the Hong Kong Coliseum (the Red Pavilion) is a multi-purpose venue for renters to hold sports events, large-scale concerts and other programs. The venue is designed according to their different needs and does not have a stage, so there is no arrangement for the Red Pavilion. The resident stage supervisor is responsible for the management of the stage facilities.

In addition, the entire stage and other equipment used for performances in the stadium are set up by the renter.

The organizer shall appoint a "qualified professional" to confirm in writing to the DH that the erected and installed stage structures and/or equipment works are safe and sound.
