The government has appointed 13 justices of the peace, Carrie Lam Cheng Yuet-ngor, Chen Fan and Chen Zhaoshi

The Government gazetted today (12th) to appoint 13 Justices of the Peace, including the outgoing former Chief Executive Carrie Lam Cheng Yuet-ngor, the former Secretary for Transport and Housing Chen Fan, and the former Secretary for Food and Health Chen Sou-shi, and other high-ranking officials of the previous government.


The Government gazetted today (12th) to appoint 13 Justices of the Peace, including the outgoing former Chief Executive Carrie Lam Cheng Yuet-ngor, as well as former Transport and Housing Secretary Chen Fan and former Food and Health Secretary Chen Sou-shi and other senior officials of the previous government.


Of the 13 newly appointed JPs, 10 were appointed as unofficial JPs under section 3(1)(b) of the Justices of the Peace Ordinance (Cap. 510).

In addition to Carrie Lam, Chen Fan and Sophia Chan, the appointees also include former Director of Audit Chu Nai-chang, former Civil Service Secretary Nip Tak-kuen, former Commissioner of the Independent Commission Against Corruption Paik Yun-liu, former Secretary for Innovation and Technology Xue Yongheng, former Secretary for the Environment Wong Kam-sing and The former Secretary for Commerce and Economic Development, Mr Edward Yau, will take effect with immediate effect.

The appointment of former customs chief Deng Yihai will take effect from October 8.

In addition, 3 persons were appointed as Official Justices of the Peace in accordance with Section 3(1)(a) of the Justice of the Peace Ordinance, including Deputy Secretary for Administration Cheuk Wing-hing, Secretary for Innovation, Technology and Industry, Sun Tung and Commerce and Economic Development Bureau Director Qiu Yinghua, effective immediately.

The primary function of a Justice of the Peace is to inspect correctional institutions, detention centres or other institutions to ensure that they are effectively managed and that no one is unfairly treated or exploited.

Justices of the Peace ensure that complaints made by individuals are dealt with in a fair and transparent manner.
