Zhou Wengang said that he received feedback from representatives of the University Presidents' Association that in the 2022/23 academic year starting in September, more than 41,600 non-local students will come to Hong Kong to study post-secondary degree courses, including the need to pass the "Easy Entry to Hong Kong" scheme. 29,500 mainland freshmen and 12,000 overseas freshmen entered.

However, the number of places to enter Hong Kong from the Mainland under the "Easy Arrival Scheme", and the room supply of quarantine hotels for arrivals from overseas regions and Taiwan, are not sufficient to meet the large demand during the peak period before the start of the school year.

Zhou Wengang suggested that the scope of application of the "Easy Entry Scheme" should be further relaxed to be the same as the "Easy Return Scheme", that is, all residents of low-risk areas in the Mainland, especially those who hold student visas issued by the Hong Kong Immigration Department, can be exempted from Quarantine to Hong Kong.

In addition, in order to meet the large demand for quarantine, he proposed that the currently vacant isolation facilities should be allocated to give priority to students arriving in Hong Kong for isolation and quarantine, so as to solve the problem that it is difficult for students to book an isolation hotel.
