Interior Minister Ayelet Shaked renewed the ban on leaving the country against Sheikh Raad Salah, the leader of the northern faction of the Islamic movement.

The order states that Salah is "working to restore the ranks of the Northern Islamic Movement and there is a fear that his departure abroad will be used to create an organizational interface against terrorist organizations."

The current order is valid until September 13 and Salah was given the opportunity to state his claims by requesting its cancellation.

If Salah's explanations are not accepted, the Minister of the Interior can extend the order for a period of six months.

Salah served as the mayor of Umm al-Fahm on behalf of the Islamic movement between 1989 and 2001, after which he began to focus on his activities as a religious preacher.

He was previously sentenced several times to prison terms for offenses that included, among others, rioting, incitement and support for terrorism.

The northern faction of the Islamic movement, which he heads, is considered more extreme than the southern faction, with which Ra'am chairman Mansour Abbas is identified.

Salah opposes the right to exist of the State of Israel and denies participation in the Knesset elections.

A significant part of his activity is devoted to the agitation of Israeli Arabs on the subject of Al-Aqsa Mosque, by promoting the claims that Israel is endangering the holy places of Islam on the Temple Mount.

In addition, he maintains ties with Hamas and was previously convicted of the crime of contact with a foreign agent and providing services to an unauthorized association, after allegedly raising funds for the terrorist organization and passing on information to it.

Salah's last conviction was in November 2019, for crimes of incitement and expressing support for terrorism, after he claimed that the murder of two policemen on the Temple Mount was not an act of terrorism and added that "al-Aqsa was redeemed in spirit and blood."

He was sentenced to 16 months in prison, which he began serving in August 2020, and was released from prison in December last year.
