Many people wonder what the functions of the local councils are and their role on the ground. Everyone talks about the provincial council, its meetings, the members of the municipality, and their relationship to this or that matter and other matters, but few know precisely what are the areas of work of these councils and the specializations in which they can intervene.
In general, the local councils in all their forms (province, city, town, municipality) are responsible, within the scope of the state’s general policy, to run the affairs of all business that lead to the development of the governorate (economically, socially, culturally and urbanly) in line with sustainable and balanced development in the areas of planning, industry, agriculture, Economy and commerce, education, culture, archeology, tourism, transport and roads, irrigation, drinking water and sanitation, electricity, health, social affairs and labor, services and utilities, quarries and mineral wealth, disaster and firefighting management, traffic management and market permit centers, environment, sports And youth, and joint projects between administrative units, and this was explained by the Local Administration Law in its third chapter related to the competencies of local councils and in accordance with Article (30) of it.
From what was mentioned above, we know the extent of the wide areas in which members of local councils can work and intervene to serve citizens of all segments, because most of the daily details in every neighborhood, large or small, all pass through their councils, which necessitates great responsibilities that cannot be evaded.
On the other hand, the local units, and through their presence in every corner of the country, are best able to know the details in the community and therefore, according to specialists, they are the most important source for statistical figures and data, which is a very important factor for the central authorities to be able to develop more realistic and appropriate plans for the needs of citizens. Granting these councils wide powers to be able to achieve their above-mentioned competencies and the desired statistical objectives.
It is also the powers of the local councils, according to Article (31) of the law, to coordinate with the central agencies and express an opinion on their work and implementation plans.
An example of the powers of a local council
To clarify what we talked about in the previous paragraph, we will list the competencies and powers granted to the (Provincial Council) as an example, according to the regulations and laws that show the wide range through which the local council can serve citizens and identify their daily needs and requirements.
For example, the provincial council has the right to set development plans and follow up their implementation by assigning the competent authorities to its governorate. It can also coordinate with other local councils (cities, towns, municipalities) and central agencies and all public, private and civil sector activities in the preparation of the mentioned plans. It also takes all decisions and measures Necessary to exercise the competencies of the ministry, department or central institution in his governorate and lay the foundations for investing local wealth after referring to the competent ministry and approving plans for disaster management and storing quantities of materials (sheltering materials, foodstuffs, oil derivatives, etc.) in precaution in coordination with the competent ministries.
It also has the right to lay the foundations for disposing of the movable and immovable private funds of the governorate by selling, renting and investing, setting rules for managing projects and facilities that serve the governorate, approving the independent budget for the governorate, accepting grants, gifts and donations in accordance with the provisions of the laws and regulations in force, approving partnership agreements between the governorate, popular organizations and civil organizations, and creating citizen service centers that Granting licenses and providing services, care and others in accordance with the conditions set by the Council and the concerned ministries and departments to simplify the procedures.
Therefore, we see the local council in every governorate, town or city that monitors the work of electricity, water, sewage, infrastructure or investment services, and others. This is in addition to the rights enjoyed by council members in accordance with the law, which entails a great responsibility towards citizens.
