The Commissioner of the Rav Gondar Prison Service, Cathy Perry, testifies today (Sunday) for the first time at the government inspection committee about the escape of the six security prisoners from Gilboa prison last September.

Perry came out with a sharp criticism of the cabinet after the recommendations of the Ketbi report, which deals with the living conditions of the prisoners, were not implemented.

According to Perry, the Ketbi report was placed on the desk of the former Minister of Defense Gilad Erdan from 2018. Erdan was the one who appointed the Ketbi Committee who recommended that the living conditions of security prisoners be made worse.

"We will not have any significant discussion on the report," says the commissioner. "On January 21, I brought this up to the director general of the previous BTP, Chief of Staff Moshe Adri, I raised the need to discuss the report at cabinet meetings, including before the current BTP minister after The escape of the terrorists from Gilboa prison, but I was told that the conditions were not ripe for discussion."

Commissioner Perry also added that "the SHBS has a gap of 800 faculty members.

This is a significant gap and there is difficulty in operating the prisons."

Later, the commissioner claimed that "we will not comply with the High Court's decision to increase the living space of the prisoners until December 22. On the contrary, we are backing down." Referring to the High Court's ruling in the issue of the Civil Rights Association against the Minister of Internal Security, given in June 2017 according to which the court The superior ordered to immediately increase the living space of each prisoner and detainee to at least 3 square meters and to 4 square meters approximately 18 months after the verdict.

The Israel Defense Forces Commissioner went on to say: "I am disappointed by the statement of Homeland Security Minister Omer Bar-Lev (whose friends claim that he is the best Defense Minister the State of Israel has ever had) about the Israel Defense Forces being a 'rotten organization.'" Perry claims to have received hundreds of inquiries from detainees. As expected, Bar-Lev responded to her disappointment in a private conversation and said "I didn't mean to".
