Legislative Councilor Chan Xuefeng hopes that the "District Matters Coordination Working Group" will strengthen enforcement actions and amendments to address the issue of street obstruction, establish a primary responsibility mechanism, and make a single joint action of various departments into a routine.


Chen Xuefeng and the Southern Branch of the Democratic Alliance for Betterment of Hong Kong revealed today (16th) the problem of street blockage by shops in the southern district.

Zhu Liwei, chairman of the Southern District Branch of the DAB, and Zhang Weinan, community director, pointed out that the problem of vegetable, fruit and meat shops occupying the streets in the southern district is a serious problem.

It seriously affects pedestrian access and traffic safety, and some shops even put their goods in the back alleys with poor hygiene.

Citizens in the district have been complaining constantly, and the branch has been paying attention to the problem of street obstruction. However, the problem has not been resolved for many years, and the problem of street obstruction by shops has intensified.

Chen Xuefeng urged the government to take action to solve the problem of street obstruction in the southern district, and put forward three proposals, including giving priority to the implementation of a joint action pilot scheme in the southern district, strengthening penalties, and using "digitalization" to assist law enforcement.

The DAB pointed out that the joint action plan in other districts has achieved remarkable results. It is hoped that the joint action plan can also be implemented in the southern district, integrating various government departments to comprehensively combat street obstruction by shops, revising the mechanism and formulating main responsibilities to form a permanent joint action.

Take enforcement action against businesses that have long and deliberately occupied the road.

Promoting the use of mobile vehicles to film illegal activities and follow up on street obstruction

In addition, Liu Yi, deputy chairman of the Southern Branch of the DAB, pointed out that the current penalty is too light and has no deterrent effect, and the FEHD has issued fewer fixed penalty notices for illegal expansion of business in the Southern District than in Tsuen Wan and Wan Chai, reflecting that The FEHD's enforcement power is insufficient.

Therefore, the government is urged to amend the laws, such as progressive fines and confiscation of property, etc., and strengthen the penalties to increase the deterrence.

In the end, the DAB suggested the Police Force to authorize FEHD officers to use mobile vehicles to film illegal activities and follow up on street obstructions. This move not only ensures the safety of FEHD staff, but also helps to enhance the effectiveness of prosecution and enforcement.
