Venezuela announces that it received approval for the appointment of FĂ©lix Plasencia as ambassador to Colombia

FĂ©lix Plasencia is a diplomat and Designated Ambassador of Venezuela in Colombia since August 2022.

Carlos Faria, Minister of People's Power for Foreign Relations of the government of the questioned president of Venezuela Nicolás Maduro, reported on Tuesday through his Twitter account that they received the approval for the appointment of Félix Plasencia as Venezuelan ambassador to Colombia.

Days ago, Plasencia, through his Twitter account, had stated about his appointment that: "The Bolivarian Diplomacy of Peace will be the solid base to strengthen the historical brotherhood of the same people, that of Venezuela and Colombia, daughters of the Liberator SimĂłn Bolivar".

On August 9, Venezuela announced the resumption of its military relations with Colombia two days after the inauguration of Gustavo Petro as president.

After years of a stagnant relationship and with bilateral trust broken by the actions of the last governments —and after a campaign by President Iván Duque and his so-called diplomatic siege to remove the questioned President Nicolás Maduro from power— Petro's statements have been received with an air of cautious optimism and hope that they may result in the normalization of bilateral relations.

Following his electoral victory in June, Petro announced that he would reopen the borders with Venezuela to “restore the full exercise of human rights” there.

Although the land border between Colombia and Venezuela is partially open, the goal is to open it completely and restore bilateral trade.

Extreme heat in China causes red alerts in 138 cities and counties, in addition to droughts and concerns about energy consumption

By CNN's Shawn Deng in Toronto and Simone McCarthy in Hong Kong

China issued a red alert heat warning to at least 138 cities and counties across the country on Wednesday morning.

A red alert is the highest heat advisory that can be issued.

The alert comes amid a heat wave that could see temperatures in these areas exceed 40 degrees Celsius in the next 24 hours, according to the country's Meteorological Administration.

Another 373 cities and counties received the second-highest orange alert, the Weather Administration said.

An orange alert indicates that high temperatures of around 37 degrees Celsius are expected in these areas during the day.

Most of the cities and counties where red or orange warnings have been issued are in southern China.

Provinces along the Yangtze River, including Jiangsu, Hubei and Sichuan, are the main areas experiencing extreme heat in China.

In addition to the heat, China is also experiencing drought conditions in some areas.

The Hubei Provincial Emergency Management Department said in a statement Tuesday that at least 4.2 million people in the province have been affected by severe drought since June.

According to the statement, the Ministry said that more than 150,000 people have difficulty accessing drinking water in the province and about 400,000 hectares of crops have been damaged by high temperatures and drought.

Last Thursday, China's Ministry of Water Resources said in a drought report that the Yangtze River, China's longest river, and its main lakes, Dongting Lake and Poyang Lake in the south, recorded water levels lowest recorded.

According to the Ministry, the water levels of the river and lakes are 4.7 to 5.7 meters lower than in the same period of the previous year on average.

The China Central Meteorological Observatory advised people to avoid outdoor activities during high-temperature periods and limit work during high-temperature conditions.

It also advised people to take protective measures against heat stroke and instructed relevant departments to pay close attention to preventing fires caused by excessive energy consumption.

41 books, including the Bible, were temporarily removed from school libraries in Texas

By CNN's Andy Rose

A school district near Fort Worth, Texas, has told its school libraries to remove all books that have been formally challenged in the past year while the district determines whether they are appropriate for students.

The list includes the Bible and a graphic novel adaptation of The Diary of Anne Frank.

“At this time, the Keller ISD administration is asking our campus librarians and staff to review the books that were challenged last year to determine if they meet the requirements of the new policy,” Keller ISD said. Keller in a written statement after an email to principals and librarians about the policy was leaked to the Texas Tribune.

The new policy was adopted at a special board meeting on August 8.

The books that were put up for review include LGBTQ-themed titles like "All Boys Aren't Blue" and "Flamer," as well as Toni Morrison's novel "The Bluest Eye."

All of the books had previously been reviewed by a challenge committee prior to the adoption of the new policy, and about half of them were allowed to remain on at least some library shelves.

"Books that meet the new guidelines will be returned to libraries as soon as they are confirmed to meet the new policy," the district said.

On August 8, the board of directors approved the new book selection policy which says that all new books selected for school libraries will be subject to 30 days of public review, and the board has the right to veto any selection.

The policy also says that any book that is formally challenged must be removed from shelves until the review is complete.

The new library policy was unanimously approved.

Three of the seven-member board's trustees were elected this year as discussions of library books and curriculum have become key issues in many Texas races.

“We are very pleased that our new unawakened school board has made these changes,” said one person at the Aug. 8 board meeting during public comment.

"This is just the beginning, I hope."

Tensions between South and North Korea have been building this year, with US military and intelligence agencies warning that North Korea appears to be preparing for a nuclear test, which would be the first in nearly five years. .

South Korea and the US have stepped up cooperation to counter North Korea's nuclear and missile programs, announcing last month that the two countries would resume long-suspended live field training this summer.

South Korea plans to become one of the world's top four arms suppliers

By Brad Lendon and Gawon Bae in Seoul

South Korea plans to become one of the world's top four arms suppliers, President Yoon Suk Yeol said Wednesday as he addressed reporters in a speech marking his 100th day in office.

"By entering the world's top four defense exporters after the United States, Russia and France, (South Korea's) defense industry will become a strategic industrialization and defense powerhouse," Yoon said at the presidential office. .

The country has already made great strides on that path.

Late last year, South Korea made another big deal to supply Australia with self-propelled howitzers.

The United States, Russia and France occupied the first three places.
