The Minister of Local Administration and Environment, Eng. Hussein Makhlouf, affirmed that the local administration elections scheduled for the eighteenth of next September are a basic and important entitlement in which everyone must be a primary and active partner in order to choose capable and efficient local councils that work to fully serve their local communities.

Eng. Makhlouf presented during the Baath Dialogue Forum held by the Damascus University branch of the Arab Socialist Baath Party on the university’s amphitheater today under the title “The decision to develop and improve services is in the hands of the local community through efficient elected councils.”

An extensive presentation on the Local Administration Law No. 107 of 2011, its objectives and the most important ideas it included as a pioneering law that strengthened democracy and self-rule of the local community, as it gave local councils full powers in all service sectors, the ability to make decisions, manage council affairs, and financial independence in the budget, exchange, and securing funds and investment. Empowering and training the leading cadres and giving the Syrian street and popular organizations the right to popular oversight, considering that it matches the laws of developed countries.

He added: Law 107 translated what was stated in the constitution, as its main objectives were to establish the decentralization of powers and responsibilities and their concentration in the hands of the people. educational, sports and all aspects of life and to enhance the revenues of administrative units.

Eng. Makhlouf stressed the need to encourage all segments of society to participate in the elections and to choose the most efficient and worthy to form real and effective local councils that reflect the confidence of the Syrian street in performance and services, noting the main and effective role of local administration units in overcoming crises by managing the community itself.

Eng. Makhlouf noted the youth initiative “First Neighbor” launched by the National Union of Syrian Students in partnership with the Ministry of Local Administration and Environment with the aim of raising the level of popular awareness in the local administration elections and involving young people in them and in local councils through candidacy and giving them an active role in society because they constitute a primary goal on the side political and service.

In her intervention, the President of the National Union of Syrian Students, Dareen Suleiman, indicated that the sessions of the “First Neighbor” initiative showed the extent of the community’s interaction and its need to learn about everything related to the affairs of the local administration and who represents it in the local councils and administrative units, stressing the need to set priorities to achieve the plan and objectives of the local councils. Through partnership and dialogue between the various parties, where the local community must assume its responsibilities in this area, considering that elections are an opportunity that provides the best and most efficient choice in order to get rid of societal diseases.

Attendees’ interventions focused on the necessity of university professors’ participation in local council meetings, linking the university to the community, benefiting from engineering projects accomplished by students in construction operations, strengthening the language of dialogue in order to reach facts and overcoming negatives, combating corruption, media awareness of the local administration law, and supporting the representation of women in local councils to take their role. .

The forum was attended by the Secretary of the Damascus University branch of the Arab Socialist Baath Party, Dr. Khaled Al-Halbouni, the head of the branch office of the Teachers’ Syndicate at the university, Dr. Saleh Al-Ayoubi, the deputies of the President of Damascus University, secretaries and members of the party people’s leaders, heads and members of the administrative offices of the branch of the teachers’ union at the university, the students’ union, deans and their deputies, and a number of university hospital directors And institutes, faculty members and employees of Damascus University and a large crowd of students.
