AA executives and sub-sentence owners charged with quasi-bail pending trial in connection with three-run contract embezzlement

The two defendants were granted cash bail of 500,000 yuan and were not allowed to leave Hong Kong, surrender all travel documents, live at the reported address, report to the police station regularly, and not interfere with prosecution witnesses.


The defendant, Li Yonghui (47 years old, chief manager), was charged with two counts of conspiracy to accept an advantage by a public official.

One of the charges alleges that between October 25, 2018, and June 7, 2022, Li conspired with Wang Qingwu to accept a bribe of approximately $900,000 without legal authority or reasonable excuse, as an act of assisting Chun Fung Engineering Co., Ltd. The main reclamation contractor for the Three-Runway System project obtains a contract for the supply of sediment or other reclamation materials; and an incentive or reward to assist the contractor in expediting the release of works payments to the above-mentioned subcontractors.

Another charge alleges that during the same period, Li conspired with Wu Qi'an and other unidentified persons to accept bribes in total of about $2.4 million without lawful authority or reasonable excuse, as a way of tending or maintaining a preference for Wu Qi'an or Carle Engineering. Incentives or rewards.

Defendant Wu Qi’an (65 years old, businessman) is facing one count of providing benefits to public officials, alleging that on a certain day in 2019, he provided benefits to Li Yonghui without legal authority or reasonable excuse, that is, in the form of a sum of about HK$500,000 as an inducement or reward for Lee to do or not to do, or to have done or not to do, in his capacity as a public officer, which is an inducement or reward to tend or maintain a preference for that Ng Kai On or Carle Engineering Limited, or for Lee to do or did not do, or did or did not do, to provide the benefit.
