ICAC sues AA senior management and subcontractor owner for corruption of HK$3.8 million in airport third-run contract

The ICAC earlier received a corruption complaint alleging that AA staff were suspected of using their powers to corrupt while participating in the Three-Runway System project, and an investigation was launched.

Accused of accepting bribes and preferential treatment of subcontractors since 2018

Lee Wing Fai was charged with two counts of conspiracy to accept an advantage for a public officer, contrary to Section 4(2)(a) of the Prevention of Bribery Ordinance and Section 159A of the Crimes Ordinance; The offence of offering an advantage by an officer, contrary to section 4(1)(a) of the Prevention of Bribery Ordinance.

Li Yonghui joined the AA in 2017 as a Senior Project Engineer and was promoted to Principal Senior Manager in May 2022. He was responsible for overseeing various engineering contracts for the Three Runway System project at the time of the incident.

Wu Qi'an is the sole director and shareholder of Carel Engineering, the sub-contractor of the three-runway system project.

The above-mentioned alleged crimes occurred from October 25, 2018 to June 7, 2022.

One of the charges alleges that Li Yonghui is suspected of conspiring with Wu Qi'an and/or other unidentified persons to accept, without lawful authority or reasonable excuse, bribes totalling approximately $2.4 million in order to tend or maintain a preference for Wu Qi'an or Carle Engineering. Incentive or reward.

Another charge alleges that Wu Qi'an, without legal authority or reasonable excuse, offered a total of 500,000 yuan in bribes to Li Yonghui for the same purpose.

Involving reclamation and sediment supply contracts

The remaining charge alleges that Li Yonghui was suspected of conspiring with another operator of a sub-contractor of the Three-Runway System project to accept a bribe of about $900,000 without lawful authority or reasonable excuse in order to assist the above-mentioned sub-contractor to recover from three The main reclamation contractor for the runway system project obtains a contract for the supply of sediment or other reclamation materials; and an inducement or reward to assist the contractor in expediting the payment of works payments to the above-mentioned subcontractors.

An ICAC spokesman pointed out that the corruption case was related to the approval, administration and financial matters of works and materials supply contracts. The ICAC investigation did not find any information to suggest that there were problems in the quality of works and specifications of materials.

The ICAC will continue to maintain close liaison with the AA.
