Education in Germany is a matter for the federal states - this leads to differences between the federal states.
In a recent education study, Bavaria came in second.
Berlin - All people in Germany should have the same opportunities for education.
But the reality is different, because social background has a significant influence.
Just recently, the study "IQB-Bildungstrend" showed that fourth-graders are worse at reading, writing and listening today than they were ten years ago - and socio-economic status plays a role in educational opportunities.
For the “INSM Education Monitor” study, the German Economic Institute (IW) now examined which federal state has the best education system.
Bremen is in last place - although it is in first place when it comes to digitization.
INSM education study: Saxony has the best education system in Germany
The shortage of skilled workers is hitting Germany hard.
Many positions remain open because no qualified applicants can be found.
The business-related Initiative New Social Market Economy (INSM) therefore took a closer look at the education systems in Germany in its study published on Wednesday.
According to their own statements, the authors of the study “explicitly took an educational economics perspective” and evaluated the extent to which the federal states reduce educational poverty, contribute to securing skilled workers and promote growth.
According to the comparative study by the IW, the fact that education policy is a matter for the federal states according to the Basic Law has led to the fact that the education systems in Germany differ greatly, for example in the types of school, the number of school years or the investments in education.
Saxony therefore has the best education system.
This was followed by Bavaria and Thuringia in second and third place.
Bremen was in last place behind North Rhine-Westphalia and Saxony-Anhalt.
"In almost half of the federal states, the bottom line has been that the education systems have deteriorated since 2013," said Hubertus Pellengahr, Managing Director of INSM, which is financed by the metal and electrical industry.
A total of 93 indicators were included in the study, including the results of the IQB school performance test and data from the Federal Statistical Office.
The authors examined the framework conditions at primary schools, general and vocational schools and universities.

Bavaria achieved than on the medal places of the education study.
The authors emphasize that in the Free State almost all young people would receive an offer of an apprenticeship and only a few pupils remained without a school-leaving certificate.
It is also positive that social background has only a minor effect on the skills of young people.
"Bavaria applies for many digitization patents, trains many specialists in IT and uses digital devices to a large extent in daily lessons at schools," the study continues.
Bavaria's Minister of State for Education and Culture, Michael Piazolo (free voters) was satisfied with the result and saw it as "confirmation of the good work at our schools".

Educational study examined digitization in the federal states for the first time
Although Bremen ranks last in Germany, the state is number one in terms of digitization.
“Measured by the total number of employees, Bremen trains the most computer scientists in vocational training and at universities,” the authors say.
In addition, digital media are used relatively frequently in school lessons on a daily basis and the WLAN in the schools also performs well.
In addition, Bremen is a hotbed of academics and trains the most academics in relation to the academic resident population.
In order to reduce the educational differences in the federal states, the authors believe that comparative work should be carried out "in order to systematically determine the extent of the learning loss".
In addition, the funding infrastructure must be expanded and more teachers trained in the so-called MINT subjects – math, computer science, natural sciences and technology.

20,000 additional IT jobs are needed in schools to promote digitization.
"New laptops or tablet computers are not unpacked for months because nobody feels responsible for installing programs or privacy concerns stand in the way," says Pellengahr.
Germany must pick up the pace when it comes to digitization, said Federal Education Minister Stark-Watzinger (FDP) about the findings of the "INSM Education Monitor".
"We urgently need to make further progress quickly, especially when it comes to expanding the Internet in schools," said Stark-Watzinger of the German Press Agency
