A Postal Service bag dies after being attacked by five dogs in Florida

The 61-year-old woman's car broke down near Jacksonville. Neighbors heard her screams and unsuccessfully tried to scare the animals away by shooting into the air. Her family demands answers.

A Postal Service purse has died after being attacked by five dogs in Florida, Putnam County Sheriff Joseph Wells said Tuesday.

Pamela Jane Rock, 61, died in hospital on Monday night, a day after the vicious attack, which forced doctors to amputate her arm in a desperate attempt to save her life.

Agents from the animal control division had visited the dogs' owner at least twice in the past three years, Wells said.

"We believe there were complaints against the dogs," she said.

The dogs were not considered dangerous by the animal control division and their owner was cooperative with officers, according to Wells.

They were euthanized, but their breed or size were not reported.

A niece of Rock told NBC News affiliate WTLV in Jacksonville that the woman had recently completed her training to enter the Postal Service, and was in an agency vehicle when it broke down in a neighborhood a few days later. 65 miles south of Jacksonville.

"A neighbor fired several shots into the air in an attempt to break up the attack," Wells recounted, "but was unsuccessful."

Neighbors told the outlet that they had seen the dogs loose in the neighborhood for several weeks before the fatal attack.

Police believe the animals were confined but escaped after removing rocks that were covering the base of a fence.

Rock's niece asked authorities to explain why the dogs were allowed to run loose and without care.

The sheriff noted that a local statute states that owners can be held liable for damages to others if they know their dogs are dangerous and do not "exercise due caution."

The Postal Service reported Tuesday: “A postal family member lost his life in a dog bite attack.

The Postal Service is deeply saddened by the loss of our colleague.

Our thoughts and prayers are with his family and his co-workers at this time."
