Last month, the Teachers' Union ordered administrators and teachers not to participate in preparation days for the start of the school year as part of the sanctions to promote the salary agreement.

However, throughout the past week, she authorized the principals to participate in district conferences attended by the Minister of Education Yifat Shasha-Biton and the director general of the ministry, Dalit Stauber, following their support for the organization's struggle.



In a statement issued in July, it was stated that the Secretary General of the Teachers' Union, Yaffe Ben David, instructed the principals and teaching staff not to hold Preparation days and familiarization meetings with the parents.

This week, Ben David intensified the sanctions as a means of pressure to advance the stalled negotiations - and banned it in special education as well.



While the parents do not get to meet the teachers who will teach their children in the coming year, the administrators were explained that the cooperation of the minister allows the presence on the preparation days with her.

"Hello, dear principals, regarding your summons to the conferences and preparation days, I would like to clarify and explain: at the conference of the district that will be held in the presence of the Minister of Education and the CEO, the Teachers' Union confirms your participation due to the support of the office and their brave partnership in our wage struggle against the Treasury," the Teachers' Union wrote to the principals, clarifying: "The rest of the conferences to which you are invited, through the Authority or any other entity, you do not take part!

There is no permission to hold preparation days, neither for teachers, nor for kindergarteners, nor for administrators."

Shasha-Biton spoke at every conference and updated on the status of the talks.

At a conference held this week in the North District, for example, she talked about her meeting with Finance Minister Avigdor Lieberman and criticized the outline in which, according to her, "there is no real and concrete reference to promoting excellence in the system, providing a perspective of promotion for the young teachers who join it and proper compensation for the teachers who are already in it."



Some of the managers were outraged by the ban on meeting the team, planning the year and setting goals in the face of Shasha-Biton's exclusion - and refused to come to the district conferences.

"These days are necessary to start the year and the lack of them hurts the preparations. If they are not important enough - why is it possible to hear the minister and the CEO?

I don't think it was more important than keeping the days at school.

There is something strange here.

We worked for weeks on building these days, we committed to places," said one of them.



In the shadow of the strike threats, Ben David met once more today with the Ministry of Finance, without progress.

Later in the evening, she participated alongside Shasha Beaton and Stauber in the conference of the teachers' association - an organization founded by the teachers' union - which included a series of lectures and a performance by Omar Adam.

At the same time, the Ministry of Finance published the main points of its current demands, including the way to change the holiday schedule, easing teacher layoffs and rewards for excellence.

On the basis of most issues the parties already agree, but they fail to close the gaps in each of them.

The financial supplements for veterans are still the main controversy.
