The Republic of Poland, which was the first to oppose the aggression of the Third Reich militarily - after having received in 1939 from him an offer of cooperation which it had rejected - suffered, proportionately, the greatest losses human and material among all the states attacked by Hitler and his allies.
She therefore has the full and indisputable right
to seek and obtain adequate redress.
Poland should benefit from it in the name of a basic sense of justice, in the name of historical truth as well as in the name of genuine Polish-German reconciliation.
As such, a report on the losses suffered by Poland as a result of German aggression and occupation in World War II 1939-1945 was compiled.
It is the first and indispensable step on the way to obtaining from the Polish State adequate compensation and reparation for the damage and destruction suffered during the war.
