In order to enable qualified immigration, there should be a »chance card«. The shortage of skilled workers threatens prosperity like mass unemployment used to, says Heil.

Federal Minister of Labor Hubertus Heil wants to solve the shortage of skilled workers with more immigration - the way to Germany is to be simplified with a so-called opportunity map.

“We need more immigration.

The traffic light will present a modern immigration law for this in the fall," said Heil of the "Bild am Sonntag" according to a preliminary report.

»We are introducing an opportunity card with a transparent points system so that people who our country needs can come to us more easily.«

According to Heil, the opportunity card should work like this: Every year, a quota should be set for how many people can come to Germany with the opportunity card to look for a job or training for a certain period of time.

During this time they must be able to secure their own livelihood.

Anyone who can show a degree recognized by Germany, regardless of whether it is an apprenticeship or a degree, immediately fulfills the condition for the opportunity card.

"But we also want to give people who have other strengths and who we need on the job market a chance to come to Germany," said Heil.

According to information from the newspaper, a points system is to be introduced for this purpose, which comprises four criteria:

  • Foreign degree

  • Professional experience of at least three years

  • Language skills or a previous stay in Germany

  • Age under 35 years

  • Anyone who meets three of the four criteria should get the chance card.

The exact design of the opportunity map is still being coordinated within the government.

The introduction of the card is part of the coalition agreement.

In addition, Heil wants to meet the need for skilled workers with targeted training and further education for people who already live in Germany, and with more women in work.

The aim is to increase the proportion of women in employment, which at 72.1 percent is around seven percentage points below that of men.

"If we could halve this gap, we would have gained 900,000 workers," said Heil.

The shortage of skilled workers affects large parts of the economy: According to a survey by the Ifo Institute in July, 49.7 percent of all companies stated that they were limited in their business because they could not find enough workers.

There is also a shortage of skilled workers and trainees in the skilled trades.

According to the president of the trades, Hans Peter Wollseifer, the trades lack at least a quarter of a million qualified employees.

Wollseifer recently said that between 15,000 and 20,000 training positions remain unfilled every year.
