(CNN) --

Moisture coming from the Gulf of Mexico, combined with a persistent and near-stationary storm system, will bring slow-moving storm activity and the possibility of flash flooding to 20 US states on Monday.

"Scattered to numerous flash floods are possible early this week from southern New England to southern Appalachia," the Weather Prediction Center said.

The same storm system triggered a flash flooding emergency in western Georgia on Sunday afternoon.

What was thought to be a 1 in 200 year rain event, resulting in swollen streams and rivers in the mountain region, water rescues, and flooded homes and businesses, was, in fact, a 1 in 200 year rain event. 1,000 years, according to analysis by CNN meteorologist Haley Brink.

The area that was flooded yesterday is again below minimum today.

The Weather Prediction Center noted that a moisture corridor will continue the convection that has plagued the area for the past two days.

More storms could develop, dropping an additional 1 to 3 inches of rain.

And today the humidity will not remain exclusively in the south.

Extreme Flash Flood Rainfall Moves Into Major Northeast Populated Areas

There is a risk of flash flooding in the areas marked on the map.

Flash flood warnings extend to New England, affecting more than 80 million people, including a long list of major cities: Birmingham, Atlanta, Nashville, Louisville, Cincinnati, Pittsburgh, Philadelphia, New York and Boston.

A flood watch is issued when conditions are favorable for flooding.

It does not mean that floods will occur, but they are possible.

The heaviest rains are expected probably in the northeast, where 50 to 101 mm are forecast.

However, some isolated areas could register up to 254 mm, said CNN meteorologist Rob Shackleford.

Parts of the Mid-Atlantic and Southeast are more in the 25-50mm range with isolated amounts up to 100mm, Shackleford reported.

The map shows the risk of flash flooding.

"Flash flooding is becoming more likely over northeastern Pennsylvania, where a Moderate Risk (Level 3 of 4) for excessive rainfall has been issued," the Weather Prediction Center said Monday morning.

Scattered showers are possible in parts of drought-affected southern New England.

"Although this region is currently experiencing severe to extreme drought conditions, several inches of rain falling in a relatively short period of time could still lead to flash flood zones," the Weather Prediction Center warned.

Many of the southernmost flood watches will expire tonight, with the watches in the Northeast expiring Tuesday afternoon.

On Tuesday, a low pressure system is expected to develop off the Mid-Atlantic coast.

According to the Weather Prediction Center, "This will allow for a greater chance of heavy rains along the I-95 corridor from the city of Washington to Providence, Rhode Island, to kick off the reduced work week."

The moisture band will be along the coast Tuesday morning, moving offshore in the afternoon.

Therefore, the highest rainfall totals will occur over New Jersey, the Philadelphia and New York areas, Long Island and much of Connecticut, the Weather Prediction Center added.

The Weather Prediction Center on Tuesday issued a slight risk (level 2 of 4) of excessive precipitation, which could lead to flash flooding, for the region.
