The third relief package includes a successor to the 9-euro ticket.

The federal and state governments should bear the cost of this.

However, some do not want to pay.

Munich/Berlin - There has been a lot of criticism for the third relief package from the traffic light coalition.

Leading the way: the countries.

They demand a say because they have to bear some of the costs of the package.

In particular, the successor to the 9-euro ticket is becoming a problem.

Bavaria announced that it did not want to participate in the financing.

A first association has nevertheless already worked out a rough system.

Chancellor Olaf Scholz (SPD) now wants to convene a federal-state summit to talk about the costs of the relief package.

Federal-state summit on financing the relief package

Scholz wants to invite the prime ministers of the 16 federal states to talk about financing the planned relief package.

Scholz has already "started the process of finding a date" for a special conference of prime ministers in order to talk to the federal states as quickly as possible, said government spokesman Steffen Hebestreit on Monday.

It will be decided "promptly" when this conference will take place.

The traffic light coalition presented a third relief package on Sunday, which the government put at around 65 billion euros.

Among other things, the coalition is aiming for a nationwide successor to the 9-euro ticket at a price of 49 to 69 euros a month.

The federal government wants to subsidize 1.5 billion euros if the states pay at least as much.

But some countries are reluctant to do just that.

Federal-state summit: Mützenich refers to "national responsibility"

SPD faction leader Rolf Mützenich had previously announced that he wanted to talk to the federal states about the costs as soon as possible.

"I would very much welcome a vote between the federal government and the prime ministers in the tried and tested formats, possibly as soon as possible," said Mützenich on Monday before a parliamentary group meeting in the Bundestag in Berlin.

"We have a national responsibility." The municipalities are also required to do this.

With a view to information from Bavaria and Baden-Württemberg on the cost effects of the planned relief package for the two states, Mützenich said: "It's not about bills being presented by any constitutional institutions or from the federal structure." Bavaria and Baden-Württemberg had additional costs for the package at seven billion euros for the two countries.

Mützenich believes that further relief is possible in the future.

"Everyone in the coalition is aware, and was also aware during the deliberations, that [...] nobody can predict today whether we will have to make further adjustments or whether we will also have to provide further, stronger aid in the future" , said the politician.

There was also positive news for the traffic light: According to a survey, a majority of the population finds the third relief package appropriate.

In a representative survey by the opinion research institute YouGov, 57 percent of those questioned stated that they found the measures to relieve the high energy prices to be appropriate overall.

However, 31 percent do not find it appropriate.

Twelve percent of those surveyed made no statement.

9-euro follow-up ticket: Pro Bahn presents a four-tier price system

In the discussion about a follow-up offer for the 9-euro ticket that expired at the end of August, the Pro Bahn passenger association has meanwhile called for a multi-stage ticket system for local public transport with inexpensive offers for low-income people.

The association could imagine a three- to four-tier price system.

The system could include a city or district ticket for 29 euros, a regional ticket for 39 euros, a ticket for one or more federal states for 49 euros and a nationwide ticket for 69 euros, Pro-Bahn spokesman Karl-Peter Naumann said

In addition, there must be tickets financed from the social budget for low-income people, the price level of which is much lower, emphasized Naumann.

"There must also be a family ticket for low-income families." Naumann also called for the expansion of local transport: In the metropolitan regions, the railways must be expanded and more trains ordered.

There is also a need to invest in local transport.

Likewise, there is a need in the country for an offer that invites you to change trains.
