Unemployment insurance reform relaunched

Labor Minister Olivier Dussopt presented his bill on unemployment insurance and full employment to the Council of Ministers on Wednesday.


It is a four-page document which is not likely to relax relations between the executive and the social partners.

The Minister of Labour, Olivier Dussopt, presented Wednesday morning in the Council of Ministers his bill

"on emergency measures relating to the functioning of the labor market with a view to full employment"

.

The text aims first and foremost to respond to an imperative: to guarantee the payment of compensation for nearly 2.5 million jobseekers by extending the current compensation rules, put in place with the 2019 reform, and whose application was due to cease on October 31.

These rules, set by the government after the failure of negotiations between employers and unions, have in particular tightened the conditions for access to compensation (6 months in employment over 24 months instead of 4 months) and recorded the degression of its amount.

They will therefore be maintained until the end of 2023, and even until August 2024 for the other flagship measure, the bonus-malus on contributions...
