Hundreds of interns demonstrate on the stage in Tel Aviv in protest of the length of the shifts (Walla system)

Prime Minister Lapid today (Monday) gave an order to the Ministry of Finance to transfer as soon as possible the 66 million shekels allocated for the purpose of shortening shifts.

The legal adviser to the government wrote an opinion according to which there is no legal impediment to transfer the money.

So far.

It is claimed that this is the reason why the money is not transferred.

Minister Orna Barbibai will publish an additional appendix to the permit that states that any hospital that wants to start with the new plan is welcome.

In this way, in fact, the requirement to start the outline at the periphery is avoided.

In order for the agreed outline to be able to enter into force by September 2023, it will be necessary to prepare in the framework of which hospitals all over the country will be able to operate and shorten the shifts.

After long staff work, Prime Minister Yair Lapid concluded with Economy Minister Orna Barbiei and Health Minister Nitzan Horowitz the beginning of the assessments and the promotion of the allocation of the required resources for the issue.

Meanwhile, at the end of a meeting with the CEO of the Prime Minister's Office Naama Schultz and a telephone conversation with the Prime Minister from Berlin, Dr. Ray Beaton agreed to withdraw the letters of resignation and return to regular work.

This is in continuation of the letter sent last week - which was signed by the chairman of the Hospital Directors Association, the head of the Hospital Directors Association and the chairman of the Government Hospital Directors Forum - in which they stated that they "congratulate the government which is being mobilized to promote the improvement of doctors' conditions, relief of the burden during working hours and shift hours.

There is no doubt that there must be an answer from the root to the plight of the shifts."

Prime Minister Yair Lapid said: "The shifts of the interns are insane, their conditions for making life and death decisions are impossible. I pledged that we will do everything to shorten the times, we will harness the health insurance funds and the hospitals with us. The interns have been taking care of us and taking care of us for many years now, the time has come Let's take care of you back. This is the first step to preparation and I thank Dr. Ray for his responsiveness and working together."

Health Minister Nitzan Horowitz said: "I welcome the Prime Minister's intervention in favor of shortening the shifts of the interns. The allocation of resources and the standards, which were agreed upon about a year ago, are necessary for the actual start of the move.

After the long struggle I waged for the shortening of the shifts, and at the end of professional and responsible staff work led by the Ministry of Health, We can and should start immediately."

Dr. Ray Beaton said: "There is no doubt that today we took a significant step towards the start of the implementation of the shortening of shifts.

The personal involvement of Prime Minister Yair Lapid and the director general of the ministry Naama Schultz enabled the breakthrough and we thank them for that. Now that it is clear that there is no legal impediment and by order of the Prime Minister, we expect the Ministry of Finance to transfer the agreed budget immediately to start the process.

This is also an opportunity to thank Minister of Health Nitzan Horvitz and Minister of Economy Orna Barbibai who stood by our side the whole way.

The shortening of shifts has been achieved and we will continue to work so that it will be implemented as soon as possible in all hospitals in Israel for the interns and for the entire public in Israel."

The Chairman of the Medical Association, Prof. Zion Hagai, criticized the agreement: "Prime Minister Lapid and Minister of Economy Barbibai have given a death sentence to public medicine in the periphery.

Instead of strengthening the interns, they strengthen the strong and deal a fatal blow to the already weak."

According to him, "the handful of departments in the center of the country that will be able to afford to shorten shifts before September 2023 and without a dedicated government budget, will only widen the gaps and cause the young doctors not to reach the periphery." Hagai Explains that even today the hospitals in the periphery are experiencing great difficulty in recruiting new doctors, and this difficulty will only get worse following the "voluntary model" proposed by Barbibai and Lapid

. It constitutes a bad and irresponsible outline, which is entirely mixed with short-term political reasons," Hagai concluded.
