Syria's permanent representative to the United Nations office and other international organizations in Vienna, Ambassador Dr. Hassan Khaddour, confirmed in a statement he delivered before the International Atomic Energy Agency Board of Governors on Item 12 related to the application of IAEA safeguards in the Middle East, "Syria believes that the time has come for the international community." Khaddour denounced the bias of the United States to “Israel” and its double standards policy regarding the proliferation of weapons of mass destruction. With regard to sub-item 8/b related to the implementation of the safeguards agreement concluded under the Non-Proliferation Treaty in Syria, Ambassador Khaddour stressed that the Council’s continuation of discussing this item repeatedly in terms of form and content brings it into a vicious and sterile circle of discussion that causes a waste of time and resources, especially since it has been unjustified. Contrary to the agency’s methods of work, it even allows some countries to confuse the council’s work and divert its attention from the activities of “Israel” and its military nuclear capabilities, which is the only country that has not joined the Non-Proliferation Treaty.

He indicated that removing this item from the agenda has strong justifications, recalling the position of the former Director General of the International Atomic Agency, Dr. Mohamed ElBaradei, who said, "Israel not only obstructed the work of the agency when it bombed what it claimed was a nuclear facility in Syria, but also committed a clear violation of the law." international”.

Ambassador Khaddour pointed out that Israel’s aggression in September 2007 against an area in Deir ez-Zor governorate was used as a platform to attack Syria with the aim of distorting its image, exerting political pressure on it and besieging it, instead of being strongly condemned as a flagrant violation of international law.

Ambassador Khaddour pointed out that Israel's late official acknowledgment of responsibility for its aggression against Syria necessitates cooperation with the agency to reveal the reality of the pollution caused by its missiles, stressing that unless "Israel" the aggressor force cooperates with the agency, any discussion of this issue will remain in vain.

He pointed out that Syria offered, within the framework of its cooperation, the utmost flexibility and seriousness to settle some outstanding issues regarding the nature of the site that was destroyed by the Israeli aggression in Deir ez-Zor. Which they presented, which culminated in an agreement with the Agency on an “action plan” that was reached during the meeting held in Damascus in October 2011 with the Deputy Director General for Safeguards Affairs at the Agency at the time. Ambassador Khaddour stressed that Syria was and will remain committed to full and constructive cooperation with the Agency in accordance with its obligations under the Non-Proliferation Treaty and the Comprehensive Safeguards Agreement signed with the Agency.

Regarding the issue of “Israeli nuclear capabilities,” Ambassador Khaddour said that for decades and to this day, “Israel” has been working to strengthen its military nuclear capabilities secretly and away from any international oversight, and some Western countries have worked to provide it with the Dimona reactor, which produces nuclear weapons, in addition to providing it with materials And nuclear technology that enabled it to possess a huge arsenal of nuclear warheads and their means of delivery.

Ambassador Khaddour pointed out that some member states of the International Atomic Energy Agency, led by the United States of America, contradict their positions on non-proliferation issues and practice clear double standards when they overlook Israel's possession of nuclear capabilities and reports that Israel is expanding its reactor. It also provides it with all forms of protection and keeps it outside any international accountability.

Ambassador Khaddour recalled Security Council Resolution No. 487 of 1981, which demanded “Israel” to immediately place its nuclear facilities under the safeguards of the International Atomic Energy Agency. He also mentioned that the Agency’s General Conference adopted a resolution at the 53rd session entitled “Israeli Nuclear Capabilities” that demanded “Israel” to join the Treaty. Nuclear non-proliferation and subjecting all its nuclear facilities to comprehensive IAEA safeguards, but Israel insisted on ignoring all these calls.

Regarding the safeguards agreement concluded under the Non-Proliferation Treaty in the Islamic Republic of Iran, Ambassador Khaddour expressed Syria's appreciation for Iran's full commitment to international agreements, including the voluntary application of the Additional Protocol for several years, and its sincere intention to preserve its right to peaceful use of atomic energy.

And he indicated that Syria welcomes Iran's technical cooperation with regard to the three sites that the agency wanted explanations for the presence of some manufactured materials in them and to provide all data to the agency, indicating that following up the bilateral dialogue between the agency and Iran is the only way to complete and close the outstanding issues, whether related to the three sites or any other issues.

Ambassador Khaddour affirmed Syria’s welcome to the Joint Comprehensive Plan of Action with the Islamic Republic of Iran, pointing out that the withdrawal of the United States of America from the plan unilaterally and without any legitimate justifications represented a flagrant violation of the consensus Security Council Resolution 2231-2015 and was the root cause of what is happening at the present time.

Ambassador Khaddour pointed out that the comprehensive implementation of the Joint Comprehensive Plan of Action does not depend on Iran only, but should be matched by the fulfillment of all other parties' obligations, especially the lifting of sanctions imposed on it.

Regarding the item related to nuclear security and safeguards in Ukraine, Ambassador Khaddour stressed the importance of the IAEA continuing to carry out the tasks entrusted to it with full impartiality, independence, objectivity, professionalism and integrity, and not to fall victim to external pressures aimed at implementing political agendas targeting sovereign countries.

Ambassador Khaddour indicated that Syria welcomes the start of a sincere dialogue between the concerned parties and looks forward to reaching constructive solutions that take into account the legitimate security concerns of the Russian Federation and stop the flow of weapons and missiles to Ukraine.

Ambassador Khaddour indicated that Russia is a responsible country that is aware of the importance of the security and safety of basic and sensitive facilities and infrastructure, including nuclear, and since the beginning of the military operation has been presenting practical proposals and has exercised the highest degree of restraint towards all attempts to escalate, calling in this context for member states and the International Atomic Energy Agency not to pre-empt results. The ambassador stressed the importance of solving regional and international problems through diplomacy and dialogue, and supporting efforts to maintain security and stability in any point of tension in the world.

On the item related to the transfer of nuclear materials in the context of the “Ocos Partnership” and its guarantees from all sides under the Non-Proliferation Treaty, Ambassador Khaddour stressed that the formation of the “Ocos Partnership” and the trilateral cooperation between the United States, the United Kingdom and Australia in the field of nuclear submarines is an issue that has a profound and far-reaching negative impact on the country. Ambassador Khaddour added: “Based on this, we support the initiative of the delegation of the People’s Republic of China to include in the agenda of the Board of Governors a separate item on the transfer of nuclear materials within the framework of the Okos Partnership and the application of safeguards to this initiative in all its aspects in accordance with the Non-Proliferation Treaty, especially since the Okos Partnership includes an illegal transfer It is the first time in history that two nuclear weapon states flagrantly and illegally transfer tons of nuclear weapons material to a non-weapon state. This completely contradicts the Nuclear Non-Proliferation Treaty, and even flagrantly violates this treaty.”
