In 2011, Jean-Philippe Dugoin-Clément (UDI), current mayor of Mennecy and regional councilor, lambasted the then president, Jean-Paul Huchon (PS), who had been arrested for a "significant speeding “, and pointed to his “luxury tastes” because he was driving his company car, “a Saab, of a model not yet specified, but which we know has a 2-litre engine”.
This Friday morning, it was the sprinkler who found himself sprinkled: Jean-Philippe Dugoin-Clément appeared before the criminal court of Évry for speeding more than 50 km / h and refusal to comply in Boissy-le-Cutté , in Essonne.
Offenses committed at the wheel of a powerful Mégane RS (Renault Sport)… from the Île-de-France regional council.
During a previous hearing last December, the judge had recommended to Jean-Philippe Dugoin-Clément's lawyer that he appear in court to explain himself.
"Your client's answers to the gendarmes had been particularly evasive, even casual", had reprimanded the magistrate.
In vain.
This Friday morning, the elected official again did not deign to appear at the hearing.
The police ask him to stop, in vain
On July 24, 2020, the elected official was checked by the municipal police on departmental road 191, limited to 80 km / h, at a speed of 140 km / h, the speed retained being 133 km / h.
The two municipal police officers explain that the driver was in the process of overtaking.
One of them, in regulation clothing, stood on the edge of the road and made gestures telling him to stop.
But the driver continued on his way.
The defendant assured during his hearing that he had not seen the representative of the police.

According to the policeman, the driver nevertheless turned his head in his direction and looked at him.
The policeman had time to see his face and later recognized him on the photographic board.
A recognition that his lawyer tried to question at the hearing.
“It is a pity that he is not here today, regretted the deputy prosecutor.
In my opinion, Mr. Dugoin-Clément is not telling the whole truth.
The policeman was visible and the weather was clear.
He knowingly refused to stop.
And he has already been convicted five times for speeding, albeit less important.
"He had his twelve points at the time of the offense", however recalled his lawyer.
The prosecution requested a fine of 800 euros.
But the judge considered that if the speeding was not disputed, "the speed and the fact that the defendant was overtaking make credible his statements on the fact that he did not see the actions of the policeman" .
The elected official was therefore released with the benefit of the doubt for the refusal to comply and sentenced to a fine of 300 euros for the speeding.
