Similar to London and Singapore, gates will be placed at the entrance to Gush Dan as a tax for private vehicles, in order to prevent their entry during rush hours and to encourage travel by public transportation.


Today, the official tender was published for the operation of a congestion fee mechanism, the purpose of which is to impose a fee on private vehicles entering the Gush Dan area during rush hours.

It is the government company Natibi Ayalon that published the tender today in favor of the planning, construction, operation and maintenance of the project of the ministries of finance and transportation.

There are quite a few companies in the world that are experimenting in the field of toll roads, including the installation of all the necessary electronic equipment: from the cameras that will recognize the license plates of the vehicles that enter the toll zone, to the calculation of the amount of the tax to the sending of the payment notices on behalf of the tax authority.

As I recall, two companies are already active on Route Six, including on the expressway.

The tender itself is valued at hundreds of millions, and according to the tender documents, the concessionaire is committed to an operating period of 12 years along with an option for 2 additional periods of three years.

Also, as part of the terms of the tender, it was determined that the winning bidder will receive a construction grant in the amount of 150 million NIS and the operating cost will be determined in the tender.

The new tax is expected to enter into force in March 2025, and in addition to reducing the burden on revenues of about one billion shekels per year for the state.

Gush Dan will be divided into three rings - inner, middle and outer which will be used as different payment areas.

The payment as in the fast lane today will be affected by rush hours.

The maximum payment per day for a private car will be NIS 37.5.

According to what is stipulated for traveling towards the inner ring between the hours of 6:30-10:00 a fee of 5 NIS will be charged for traveling to the outer ring, 10 NIS for the middle ring and an additional 10 NIS for the inner ring.

When traveling in any direction between the hours of 15:00 and 19:00, a fee of NIS 2.5 will be charged for traveling on the outer ring, NIS 5 for the middle ring and an additional NIS 5 for the inner ring.

Two-wheelers, buses, emergency vehicles, disabled drivers, accessible taxis, tow trucks and service taxis will be exempt.

Trucks weighing over 12 tons will pay double and will not have a billing limit.
