The Federal Network Agency now manages the German subsidiaries of the Russian energy group Rosneft.

Now he wants to go to court.

Is Germany's oil supply secured?

Schwedt/Berlin/Moscow - A good three months before the EU-wide oil embargo against Russia, Germany is making itself more and more independent of the energy supplies of the now unpredictable contractual partner - to the displeasure of Russia.

The latest decision by the federal government: the German subsidiaries of the Russian state-owned company Rosneft have been under the administration of the Federal Network Agency since Friday.

On the other hand, the Russian Rosneft now wants to go to court.

It is still uncertain what consequences the trust solution could have.

Oil deliveries: Preparations for "difficult situation" underway

At least one thing is clear for Chancellor Olaf Scholz: "Right from the start I was very sure that Russia could not be relied on to meet its obligations, for example with regard to gas deliveries," said the SPD politician in the "Interview of the Week” by

Deutschlandfunk

, which was published online on Saturday.

Russia has now stopped delivering gas to Germany, and no one knows if they will ever resume.

"And we are now preparing for the fact that a similarly difficult situation can arise for the two East German refineries that are connected to the Druzhba pipeline."

This refers to the PCK refinery in Schwedt/Oder in Brandenburg and the refinery in Leuna in Saxony-Anhalt.

Both receive Russian oil via the Druzhba pipeline.

The plant in Schwedt also had a particular problem: its majority owners were two daughters of the Russian state-owned company Rosneft.

Since Friday, the two companies have been under trusteeship of the Federal Network Agency - the state Russian parent company called the step on Friday evening "forced expropriation" and announced that it would take action in court.

The Federal Ministry of Economics did not want to comment on the announcement on Saturday.

They act on the basis of German laws and are very well prepared.

Oil deliveries: Security of supply should be guaranteed

The basis for the federal government's trust structure is the Energy Security Act, which was only recently amended.

On this basis, certain companies can be temporarily put under trusteeship to ensure security of supply.

As a last resort, there would even be the possibility of expropriation.

The Federal Ministry of Economics explained the reasons for the trust solution on Saturday when asked by dpa: "In the past few months, the mineral oil industry, in close cooperation with the Federal Ministry of Economics and Climate Protection, has taken steps to end the supply relationship with Russia." That's how you have the share of imports from Russia in crude oil imports to Germany has already been reduced from 35 percent in 2021 to around 23 percent (as of July 2022).

"The oil companies are able, with a certain lead time, to cover their needs 100 percent without Russian crude oil - all except Rosneft," the statement continues.

Until recently, Rosneft had imported crude oil from Russia and had a 12 percent share of the German crude oil market.

“A solution had to be found for the 12 percent of Rosneft.

This is what happened with the trusteeship,” the ministry said.

From 2023 EU oil embargo against Russia

It has long been decided that Germany will have to do without Russian oil in the long run.

On January 1, an EU oil embargo against Russia comes into effect.

The refinery in Leuna - in contrast to PCK Schwedt - is well prepared for this, as Chancellor Scholz made clear again on Saturday on DLF: "And for Leuna, where we also organize support measures for the further development of the economic environment, it's a little easier because the company that operates this location made sure very early on that it could organize its imports via Poland.” In Schwedt, the federal government is now providing high levels of investment for new import opportunities.

The plans were generally viewed positively by the trade unions.

The responsible district manager of the industrial union for mining, chemicals and energy (IG BCE), Rolf Erler, said on Saturday on the RBB information radio with a view to the Rosneft reaction that the trustee solution was associated with imponderables.

Scholz also admitted on Friday: "We don't know what's going to happen now."

Eastern Commissioner sees a future for Schwedt: "Significantly more jobs"

Nevertheless, a good solution, according to the Federal Government Commissioner for Eastern Europe, Carsten Schneider.

With Rosneft there had been no further progress at the location: business partners had withdrawn, on the other hand Rosneft had not released large, fallow areas for other investors, the SPD politician told the

editorial network Germany

.

With the decision of the federal government, he now sees a perspective for Schwedt.

"I even dare to predict that in a few years there will be significantly more jobs in Schwedt than there are today," he said.

When asked whether he could tell the employees in good conscience that they had a professional future, the Eastern Commissioner replied: "Definitely yes!".
