Expansion of Hong Kong's second largest sewage treatment plant to meet future needs

According to the documents submitted by the EPD and DSD to the Tai Po District Council, the Tai Po Sewage Treatment Works, which mainly serve the Tai Po Industrial Estate, Tai Po Urban District, Lam Tsuen and Ting Kok areas, need to be expanded in response to the development needs of the districts Works, the main works are divided into four categories, including the modification and demolition of part of the existing treatment facilities of Tai Po Sewage Treatment Works, and the construction of new sewage treatment facilities to increase the sewage treatment capacity, from the current 120,000 cubic meters per day to 16 per day 10,000 cubic meters; release part of the land and set up kitchen waste and sludge co-anaerobic digestion facilities in the plant; provide reclaimed water facilities to produce reclaimed water for non-potable water use in the plant; carry out auxiliary works and implement environmental mitigation measures.

The Department expects that the design and construction consultancy contract will commence in 2023 to conduct detailed studies and designs for the project.

Construction of the project is tentatively scheduled to start in 2025 and is expected to be completed in phases from 2029 to 2034.

The EPD proposed to requisition the original site and a piece of land of about 1.6 hectares to the south for the expansion project.

The preliminary assessment has no adverse impact on the environment and traffic

In order to ensure that the expansion of the sewage treatment plant will not have any impact on all aspects, the department has conducted environmental impact, traffic impact and construction arrangements and land acquisition assessments on the project. It is initially believed that there will be no adverse impact on the nearby environment and traffic network. Implement mitigation measures to control noise, dust and site runoff, etc. to comply with legal requirements.

In order to maintain the normal sewage treatment services of the existing Tai Po Sewage Treatment Works during the construction period, the EPD indicated that a piece of government land of about 1.6 hectares to the south of the existing Tai Po Sewage Treatment Works will be requisitioned to build a new sewage treatment facility.

When the new sewage treatment facilities are fully operational, part of the existing sewage treatment facilities will be demolished in stages to make room for the construction of new treatment facilities.

The proposed works will be carried out on the existing Tai Po Sewage Treatment Works site and the associated government land, without the need for private land acquisition.

Relevant issues will be discussed at the planning, housing and works committee meeting tomorrow (20th) to win the support of district councillors.
