LE FIGARO.- Thirty years ago, the Treaty of Maastricht was adopted.

Looking back, how do you view this event?

HENRI GUAINO.-

It should be remembered that this treaty, so heavy with consequences, including that of eliminating the franc, seemed destined for adoption without difficulty once the governments, diplomats and technocracies of the twelve member states of the time had managed to come to an agreement.

There was something inescapable in the air, in line with the atmosphere that had presided over the adoption in 1986 of the Single Act.

But with Maastricht, the peer-to-peer method of experts and politicians went off the rails.

Some strong voices began to rise even within what were called the parties of government: Séguin, Pasqua at the RPR, Chevènement at the PS, and I am also thinking of Philippe de Villiers.

It is with Maastricht that the European question becomes a structuring subject of political life and that the federalist project comes back in force as the objective...
