Minister Safaf: The decree of the job incentive system is a qualitative leap in the administrative system in Syria

The Minister of Administrative Development, Dr. Salam Safaf, confirmed that Decree No. 252 containing the model system for job motivation for workers in public agencies is a qualitative leap in the administrative system in Syria, opening the ceiling of incentives and budget ceilings and linking wages to production in order to support the production wheel in the next stage.

Minister Safaf said in an interview with the Syrian channel: “The decree represents a qualitative leap in the administrative system in Syria, which was built on a series of studies that lasted for two and a half years in the Ministry of Administrative Development and did not come arbitrarily.”

Minister Safaf pointed out that the ministry analyzed the incentive systems and the legislative framework of the laws that were regulating, and the weaknesses and strengths that were built on were noted in the preparation of drafts that were discussed with the relevant committees and then submitted to the government, stressing that the aim of the decree is to support workers, production and support the national economy Stimulating employees, attracting gender, and addressing weaknesses in the public service.

Minister Saffaf explained that the stage of government approval of the decree lasted for six months and with great care through dialogue, assessment of the current situation and foreseeing the future. Therefore, there were bold points that overcame previous regimes, as the legislative framework was unified that prevents discrimination between sectors according to the budget that we were previously adopting.

Safaf indicated that the new decree opened the incentive ceilings and was no longer linked to a percentage of the monthly wage or the annual wage, in addition to opening the budget ceilings, which are no longer linked to no more than 20 percent of the annual wages approved in the budget, as the decree's goal was to control the wage through production, "who works more He earns more.” The incentive is to increase the productivity of public agencies.

Minister Safaf said: “We have priorities in the government, starting with the industrial, economic and production sectors, passing through the service sectors, ending with sectors of an intellectual, media and artistic nature, where the decree includes all sectors according to priority, and therefore the rates of incentives and incentives vary,” pointing out that the purpose of the decree is to support the production wheel for the next stage, including Reflect on the status of the worker.

Minister Safaf indicated that there were major gaps in some institutions related to the backbone of the national economy and the economic benefits of Syria, such as the agricultural sector and the Land Reclamation Institution, where the incentive was linked to the category. The first category takes more than the fourth and fifth category, knowing that agricultural labor is endemic to the third, fourth and fifth categories. .
