According to sources, the arrested western doctor was Dai Gangsheng, who was involved in issuing "needle-free paper" for 4,000 to 5,000 yuan each.

When explaining the case, the police pointed out that last night alone, 193 sheets of needle-free paper were seized, and 760,000 yuan in cash was seized, which shows that the profits were considerable.

This is the second such incident within 15 days.

At about 0:30 in the morning today (21st), Superintendent Zhong Yalun of the Criminal Division of the West Kowloon Region, together with the Chief Inspector of the Crime Squad of the West Kowloon Region Li Jiahui, explained the case to the media.

Li Jiahui pointed out that the police received a tip earlier that a doctor in a private clinic in Yau Tsim District issued a needle-free paper and an overcharged consultation fee of 4,000 to 5,000 yuan without consulting the patient or checking the medical record.

After the Kowloon West Regional Crime Squad took over the investigation, at about 9 o'clock last night, a "snake release" operation was carried out at the private clinic involved in the case on Nathan Road.

Detectives seized a large amount of related documents, computers and about 760,000 yuan in cash when the time was right to conduct an investigation with a search warrant.

After investigation, a male doctor and three female staff (aged 35 to 76) were arrested for "conspiracy to create false documents", of which the 76-year-old was a male doctor.

The case is still under investigation and more arrests cannot be ruled out.

Zhong Yalun said that the arrested western doctor is a registered doctor in Hong Kong, and the three staff members are responsible for administrative work, inputting information and collecting money, etc., just like the normal operation of a normal clinic, and most of the patients who seek medical treatment are introduced by friends.

During the operation last night, the police easily seized 193 pieces of "needle-free paper". The 760,000 yuan in cash seized is believed to be part of the proceeds from the issuance of needle-free paper yesterday. Looking through the information, there was a doctor with the same name who was accused of issuing two cheques totaling 6 million yuan in 2017, but they could not be cashed.

On the 5th of this month, a 64-year-old female western doctor at a clinic in Yuen Long was also suspected of issuing "needle-free paper" to patients at a fee of $500 each.

Police said the clinic had issued more than 6,000 certificates of exemption in August.

The female western doctor was arrested on suspicion of "producing false documents" and was released on bail pending investigation.
