Party chairman Li Huiqiong called on the government to work hard to create conditions for opening to the outside world, believing that the quarantine measures "0+7" are only a halfway point and will eventually achieve zero-barrier clearance. .
As for the Standard Chartered Marathon, the party member Cheng Yongshun pointed out that he welcomes the government and President Tian to reach a consensus to hold the marathon in February next year.

He hoped that the government could learn from this lesson and communicate and coordinate with the organizers more proactively and actively in future international competitions.

The DAB believes that in addition to opening the door to the outside world as soon as possible and relaxing the entry quarantine measures to "0+7" so that Hong Kong can play the role of a "super contact", it also hopes that the government will complete discussions with the mainland on the "reverse quarantine" plan as soon as possible. And gradually shorten the number of quarantine days entering the mainland and increase the number of customs clearance.
As for neighboring countries actively "grabbing talents" with Hong Kong, the DAB calls on the government to optimize the "Talent Program" and use preferential policies for land and education to attract more talents to Hong Kong and "take root", and study how to provide these talents with local Residents have the same property tax treatment.
The DAB believes that Hong Kong needs to enhance its cooperation with ASEAN, including setting up high-level committees, reorganizing Hong Kong's overseas offices to promote economic and trade development, attracting ASEAN companies to seek financing in Hong Kong, and assisting SMEs to explore the ASEAN market.

The DAB has put forward more than 130 related proposals, divided into four major themes.
In terms of improving the level of governance, the party urges the government to implement the "Chief Executive Policy Unit" as soon as possible, positioning itself as a think tank that assists decision-making, and providing regular study courses for the chief executive and senior officials.
In terms of enhancing development momentum, the party proposes to provide 500,000 tax exemptions for small and medium-sized e-commerce companies, increase the ratio of total local technology research and development expenditure to GDP as soon as possible, and set a target for the percentage of Hong Kong's manufacturing industry to GDP.
In terms of people's livelihood, the party hopes that the government will strive to shorten the waiting time for public housing to four years, study the construction of a third local medical school, develop more comprehensive public Chinese medicine and dental services, and increase the eligibility for fruit gold from 70. age down to 65 years old.
Finally, in terms of maintaining social stability, the party urges the government to formulate the Cybersecurity Law, the Online False Information Law, etc., compel current teachers to take the Basic Law and National Security Law tests, and allocate funds to subsidize private uniformed groups to accept the state religion and the rule of law and other training.
