Russian President Vladimir Putin stressed that the world is moving towards a new structure of international relations and is turning into a multipolar system.
"We are ready to export fertilizers to poor countries free of charge, but the West prevents us from doing so," the Russian president said in a speech to new ambassadors during the ceremony of accepting their credentials.
