The Ministerial Committee for Homeland Preparedness is expected to approve today (Tuesday) Defense Minister Benny Gantz's proposal to strengthen civilian response in an emergency.

This, following the lessons learned during the "Dawn" operation, including the need to regularize and build bypass roads to the settlements surrounding Gaza - which were besieged under the threat of anti-tank missiles being fired at them.



The proposal was formulated by the professional teams in the security system led by Deputy Minister Alon Shuster. A plan has been approved for the protection of the settlements of the Otaf, and in particular for the traffic routes in them - in the amount of tens of millions of shekels. The plan will be formulated by an inter-ministerial team and will be submitted for approval by the Minister of Defense within 60 days. However, following gaps that arose in the "Dawn" campaign and as an immediate response to the protection of the routes of the Kerem settlements Shalom and Nahal Oz - the team will present its plans for these within 14 days.

At the same time, an allocation of 17 million shekels is expected to be approved for the protection of the settlements of Outaf and Sderot, and the "Meshab Ruh" program to refresh the population of Outaf Gaza and the western neighborhoods in Sderot will be expanded to additional populations, including populations with special needs who are not residents of the aforementioned authorities and foreign workers employed by these authorities.



Defense Minister Benny Gantz said that "Operation 'Dawn' was a significant and precise operation with important achievements - including removing the immediate threat from Gaza, maintaining freedom of action in all arenas and strengthening deterrence."

However, Gantz emphasized that during the operation some gaps also arose in the rear.

"We have the duty to give them the fastest answer in order to be better prepared in the future," he said.

"I would like to thank the Deputy Minister of Defense who led the staff's work on the issue, together with the people of the Rahal, the Mashbat and the Home Front Command and all those involved in this important work and the members of the committee for their important cooperation.
