Huang noted that Hong Kong has remained one of the most liberal and open economies in the world and has maintained a world-class business environment while its previous laws, including the practice of common law, have been maintained and developed.
A total of 9,049 companies from outside China and from the Chinese mainland had branches in Hong Kong until 2021, setting a record, while more than 50,000 companies were established in Hong Kong in the first half of this year.
According to Huang, one of the most important steps to advance "one country, two systems" was the development of the Guangdong-Hong Kong-Macao Greater Bay Area, which Chinese President Xi Jinping himself planned and was keen to advance.
