The Immigration Department announced today (December 22) that all persons born in 1996, 1997, 1998, 1999 or 2000 must apply for a new smart identity card between October 7 and December 10 this year.

Those born in 1992, 1993, 1994 or 1995 should renew their passports on or before October 6 at the latest.

Members of the public can make appointments through the Immigration Department's mobile application for replacement of identity cards.

The Immigration Department stated that the target of the "Hong Kong Citizens' Identity Card Replacement Scheme" is all Hong Kong citizens. Whether they are permanent residents or non-permanent residents who are allowed to work, invest, reside or study in Hong Kong, they must go to Hong Kong within a specified period of time. The certificate replacement center handles the certificate replacement procedures.

Persons from 1996 to 2000 must complete the renewal before December 10

Holders of old smart ID cards who were born in 1996, 1997, 1998, 1999 or 2000 must bring their ID cards to any smart ID card in person from October 7 to December 10 this year Replacement Centers will handle the procedures for replacing new smart ID cards. The service hours of each replacement center are from 8:00 am to 10:00 pm from Monday to Saturday (except public holidays).

For holders of the old smart ID cards born in 1992, 1993, 1994 or 1995, specify that the replacement period will end on October 6, and holders of the old smart ID cards born in 1954 or before specify that the replacement period will expire on October 6. The permit period will also end on January 14, 2023.

The renewal plan will be completed within 30 days after returning to Hong Kong in early 2023

The renewal program will end in early 2023, and those who have not yet done so must make an appointment as soon as possible.

Eligible Hong Kong citizens who are not in Hong Kong and cannot renew their identity cards within the specified time limit for renewal of identity cards can go through the renewal procedures within 30 days after returning to Hong Kong.

The Immigration Department has set up a special care arrangement. Each eligible person for ID card replacement can bring up to two persons with disabilities to the replacement centre for ID card replacement.

In order to reduce crowd gatherings, the Immigration Department urges applicants to use the Immigration Department's mobile application, log on to the website or call the 24-hour telephone reservation service hotline 2121 1234 to make an appointment for the renewal of the passport.

Members of the public can scan the QR code in Annex 2 to download the Immigration Department's mobile application or make an appointment online for ID card replacement.

The ImmD also urges applicants to pre-fill the form when making an appointment using the mobile application or online, so that they can go through the renewal procedures more quickly.
