Talal Alawi, Secretary of Economic Affairs at the General Federation of Trade Unions, confirmed that the decree of the model system for job incentives for workers in public agencies, which was recently issued, came to support and motivate workers, attract and maintain expertise, in addition to developing and increasing production.
Aliwi explained in a statement to SANA reporter that the decree also came as a result of analyzing the existing incentive systems with the aim of evaluating the imbalances in them and noting the weaknesses and strengths and building on them, so that the tendency was to link the incentives to the achieved results and according to the levels of performance and the goal.
Aliwi indicated that this decree united the legislative framework for the process of granting incentives and tended to be supportive of the production process and accelerating its acceleration in the next stage, indicating that its goal is to link wages to production.
Aliwi directed the administrations of public institutions to expedite the approval of the new incentives and bonus systems that are in line with the requirements of the decree and achieve the desired goal and within the specified legal period in a manner that achieves social justice for all workers, preserves competencies and expertise, improves the productive process of institutions and highlights their qualitative activities, thus ensuring business continuity.
On the seventeenth of this month, President Bashar al-Assad issued Decree No. 252 containing the model system for job incentives for workers in public authorities, which aims to set standards and controls for granting incentives, bonuses and rewards according to the type of activity in public authorities, in order to achieve raising the level of productivity for public authorities and linking increased income to raising incomes. Performance and fairness rates by unifying the rates of incentives granted to groups of similar activities in public entities, maintaining quality human resources and skills, and attracting and localizing qualified human resources.
