US war researchers believe partial mobilization may not have an impact on the battlefield until next year.

In addition, recruiting authorities apparently do not adhere to the Kremlin criteria.

Washington - On Wednesday, Russian President Vladimir Putin ordered a partial mobilization, with the Kremlin now wanting to send 300,000 reservists to the Ukraine war - about twice as many as have been fighting there so far.

do not believe that this measure has a great chance of success.

Due to the successful Ukrainian counter-offensive, Russian troops came under pressure - and the Kremlin ordered partial mobilization.

This now obliges certain Russians to participate in the war.

But the US war researchers at the Institute for the Study of War (ISW)

think tank

are critical of the measure's chances of success.

The partial mobilization has "difficulty fulfilling the task of Russian President Vladimir Putin," according to the latest ISW report on Friday.

According to the war researchers, Russia will probably not be able to find "reserve forces, even of the poor quality" that "Putin's plans would have envisaged".

"Unless the Kremlin can solve fundamental and systemic problems quickly," they say.

In partial mobilization, Russia recruits men who do not meet Kremlin criteria

The ISW experts refer to the announcement by the Russian Ministry of Defense that it wants to send primarily men with combat experience and special military training to the war.

According to the ISW's US wartime experts, various reports show that Russian military recruiting centers, recruiting officials and local administrations are mobilizing men who do not meet Kremlin criteria.

Some of the forces responsible for mobilization are underpaid and unmotivated and just as unprepared for war as the military itself. Accordingly, there are reports from social media users that older men, students and civilians without previous military experience have also received illegal mobilization notices .

The US war researchers rate these reports as partly credible, since the FAQ portal of the Russian government itself apparently pointed out that part-time students might be mobilized under certain circumstances.

According to the ISW report, pro-Kremlin Russian military bloggers have also called for the problems with partial mobilization to be dealt with quickly.

The pro-Russian bloggers fear "political unrest" as Russian confidence in the military-political leadership could be shaken.

After the partial mobilization became known, there were actually some demonstrations in Russia - although people could face up to 15 years in prison.

Apparently, some Russians also fled.

Flights to the countries that could still be reached were quickly booked out.

Russian opposition figures and certain Telegram channels shared information suggesting that the partial mobilization should be completed by November 10 and that the Kremlin is trying to mobilize 1.2 million men instead of the announced 300,000.

However , the US war researchers at the

Institute for the Study of War

were unable to check or verify this information.

Military experts predicted that while partial mobilization would give Russia the numbers it needs, it would likely not produce "effective soldiers" because many of the forces "enter the war with demonstrably poor morale."

In the coming months, the mobilization will not significantly affect the course of the war.

For the coming year, however, the US war researchers assess the effect differently.

Then recruitment "could have a significant impact on Russia's ability to continue operations at their current levels next year," according to a previous ISW report.

But then the question arises as to whether there is enough equipment for Russian soldiers.

Experts have long warned that things are particularly dangerous for the West when things are going badly for Putin.

"A weakened Putin is of course also dangerous," said EPP boss Manfred Weber (CSU) in the Merkur interview.

The fear of the use of nuclear weapons is in the room.

The war researchers at the ISW think tank warn that the Russian President did not expressly threaten to do so in his speech on Wednesday.

"Putin's speech should not be read as an explicit threat that Russia would use nuclear weapons against Ukraine if Ukraine continued its counter-offensives against occupied territories after the annexation." Russia also pushed the "referendums" on the annexation of four occupied Ukrainian territories on Saturday further ahead.
