Military, hacker attacks and propaganda: The commander of the new domestic command of the Bundeswehr, Carsten Breuer, urgently warns against hybrid warfare.
Berlin - The commander of the new Bundeswehr command for domestic operations, Carsten Breuer, sees attempts at targeted destabilization as the greatest challenge.
He considers a hybrid influence on Germany's security architecture to be the "worst case" for the Territorial Command, said the lieutenant general of the German Press Agency before the new, central command post in Berlin on Monday by Chancellor Olaf Scholz and Defense Minister Christine Lambrecht (both SPD). is put into service.
It is referred to as hybrid warfare when opposing powers rely on a combination of classic military operations, economic pressure, hacker attacks on the infrastructure and propaganda in the media and social networks.
Breuer speaks of a situation that is no longer entirely peaceful, but not yet entirely at war - "it's somewhere in between".
"Mastering this across the entire range is what makes up the core of this command," says Breuer.
It is also about providing administrative and disaster relief, such as in the case of floods or forest fires.
"Robust national and alliance defense" is at the other end of the spectrum, including deployment of allied forces in Germany, deployment via Germany, and civil-military cooperation.
In response to the changed security situation after the Russian attack in Ukraine, the defense minister decided to pool the leadership of the domestic armed forces in the new command.
For deployments abroad, the Bundeswehr still has the operations command in Schwielowsee near Potsdam.
"It is also an order that we provide the shell for a national crisis team," said Breuer, who has already headed the Corona crisis team in the Chancellery.
