The Minister of Foreign Affairs and Expatriates, Dr. Faisal Al-Miqdad, stressed the need to build a new multipolar world order in which everyone works under the umbrella of the principles and objectives of the United Nations Charter, noting that Syria proceeds in this call from a real experience because the war against it was, in its broader framework, part of the West’s attempts to maintain its control over the world, and although this war failed to achieve its goals, including breaking Syria’s will and isolating it from its surroundings and the world, it left a bitter and expensive experience for the Syrian people.

Al-Miqdad said in Syria's speech today before the 77th session of the United Nations General Assembly: We meet in light of sensitive and dangerous situations at the international level, where wars, conflicts and threats to international peace and security increase, terrorism and chaos spread, the global economy and food security are at risk, and climate change is accelerating. It comes as a result of the insistence of some countries to impose their hegemony on other countries, plunder their resources and wealth, and seek to achieve their narrow agendas, including through investing in terrorism, imposing economic blockades and using lethal weapons, violating all the international laws and norms agreed upon by humanity.

Al-Miqdad added: These countries waged wars and occupied the lands of others under the pretext of (propagating democracy and protecting human rights), but in reality they destroyed countries and killed many innocents. seeking freedom), but these were just tools to destroy other countries that do not follow their orbit and are not subject to their agendas. In Syria, preventing food, medicine, heating fuel and other basic necessities of life from reaching the Syrian people is the best evidence.

Al-Miqdad pointed out that, as Syria is aware of this miserable reality, it calls for taking the right decision at this defining and delicate moment in history, in a way that guarantees a better present and future for us and for future generations, and in a manner that lays the foundations for building a new multipolar world order in which everyone works under the umbrella of the principles and objectives of the Charter. Miqdad explained that while we had hoped to achieve peace and stability in our region, we witnessed more Israeli practices that pushed the region to unprecedented levels of tension and instability by committing massacres, escalating its military aggression on Palestinian lands, and continuing its policies of settlement, Judaization, siege, arbitrary arrest and forced displacement. and racial discrimination, pointing out that Israel's practices constitute crimes for which it is no longer acceptable to continue with impunity.

The Minister of Foreign Affairs and Expatriates reiterated Syria's support for the brotherly Palestinian people in their struggle to liberate their occupied lands and establish their independent and sovereign state on all of their land, with Jerusalem as its capital, and to guarantee the right of Palestinian refugees to return to their homeland, in accordance with international law and relevant United Nations resolutions, noting that Syria supports Palestine's long-awaited decision to obtain full membership in the United Nations and calls for the acceptance of this membership not to be obstructed by some members of the Security Council.

Al-Miqdad indicated that, since its occupation of the Syrian Golan in 1967, Israel has continued to commit the most heinous and systematic forms of gross and systematic violations of human rights and international humanitarian law, including the expansion of settlements, changing the demographic situation and attempts to forcibly impose “Israeli citizenship and ownership documents” on the people of the Golan, as well as looting the resources of the Golan. The Golan Heights, burying nuclear waste in its lands, grabbing more land to erect massive wind turbines, and other documented violations.

Miqdad pointed out that Israel has added a new chapter to this dark record, represented by its support for terrorist organizations, led by Al-Nusra Front, which is affiliated with Al-Qaeda and ISIS, and its systematic and deliberate launching of repeated attacks on Syrian territory, including civilian ports and airports. What threatens peace and security in the region and the world and endangers the lives of civilians and the safety of civil aviation in Syria and the region, stressing that those who committed war crimes and crimes against humanity against Palestinians and Syrians do not have the right to rise to international platforms to pay lip service to civilian lives and human rights.

Miqdad explained that the continuation of support or silence about such Israeli practices by some countries that position themselves as protectors of international humanitarian law and human rights law makes them complicit in these crimes and shows the extent of the double standards they practice, stressing that Syria confirms that it will exercise its legitimate right to defend its land and its people by all necessary means and in ensuring the accountability of the Israeli occupation authorities for these crimes.

Al-Miqdad stressed that the occupied Syrian Golan is in the heart of every Syrian, and our right to fully restore it up to the June 4, 1967 line is fixed, not subject to bargaining or pressures, and does not fall into a statute of limitations, and it is guaranteed by international law and relevant United Nations resolutions, especially Security Council Resolution No. 497 of 1981.

Miqdad pointed out that any illegal military presence on Syrian territory is in violation of international law and the Charter of the United Nations and must end immediately and unconditionally, and that fighting terrorism in its various forms and branches and eliminating it once and for all can only be done in cooperation and coordination with the Syrian state. In the context of respecting its sovereignty, independence, unity and territorial integrity, the fight against terrorism is not carried out through an illegal (international coalition) that violates the sovereignty of states, destroys cities and villages, commits massacres against civilians, steals national wealth, and supports separatist militias. Al-Miqdad explained that despite all the difficult circumstances that Syria went through, it was keen to carry out its constitutional entitlements on time, as it witnessed a few days ago democratic elections for local councils, which were nominated by 59,498 candidates who competed for 19,086 seats, which reflects the expansion of democratic popular participation, the strengthening of decentralization and the deepening of local administration in Every village, city, region and province.

Al-Miqdad pointed out that in parallel, Syria has dealt positively with the efforts and initiatives that were presented within the framework of the political track, and in this regard, it has renewed its support for the meetings held in the Astana format, and it also welcomes the results of the Tehran summit held on the nineteenth of last July, in which the commitment was emphasized. With Syria’s sovereignty, independence, unity and territorial integrity, to stand against separatist plots and to eliminate terrorist groups, indicating that all of this remains ink on paper if Turkey continues not to adhere to these results in word and deed and to not implement the previous outputs of Astana.

Mikdad stressed the need for the Special Envoy of the Secretary-General of the United Nations to Syria to maintain his role as a facilitator of the Syrian-Syrian dialogue under the ownership and leadership of Syria, in accordance with the mandate granted to him in the framework of the meetings of the Constitution Discussion Committee that was agreed upon at the National Dialogue Conference held in Sochi in 2018.

Miqdad pointed out that, before the start of the terrorist war that was launched against it, Syria was one of the most secure, stable and prosperous countries in the world, and it was achieving self-sufficiency and providing the basic requirements of life for its people in a way that is less than its counterpart in the region, whether in the educational, health, service or living sectors, but this war The unjust changed this situation. Indeed, we witnessed a significant humanitarian crisis as a result of terrorism, the unilateral coercive measures imposed by Western countries and the theft of the wealth of the Syrian people.

Al-Miqdad continued: As an example, the estimated value of direct and indirect losses incurred by the oil, gas and mineral wealth sector only since 2011 amounted to 107 billion dollars, pointing out that Syria will demand compensation for these losses because the world should not be a world of monsters, but rather a world of security and stability. Miqdad stressed that the Syrian state is making great efforts to improve the humanitarian situation on the ground, rebuild what was destroyed by terrorism and facilitate the return of refugees, and is keen to provide all facilities to the United Nations to improve and enhance the delivery of humanitarian aid to those in need and to implement early recovery projects stipulated in Security Council Resolution 2642, which constitutes despite Reservations to it are an additional step towards improving the humanitarian situation in Syria and increasing access to basic services, but this depends on the extent to which Western countries implement what was stated in the resolution regarding expanding the scope of humanitarian activities, including early recovery projects aimed at providing water, electricity and sanitation services. Health care, education and shelter, as the experience of the previous resolution 2585 proved that the implementation of these projects cannot take place in light of the insistence of Western countries on politicizing humanitarian and development work in Syria and their continuation by placing obstacles and restrictions in front of them, especially by imposing coercive measures.

Miqdad reiterated Syria's position on the Russian special military operation in Ukraine, and its support for Russia's right to defend itself and protect its national security in response to aggressive Western policies. It rejects the logic of hegemony and unipolarity.

Miqdad reiterated Syria's full support for Iran's position and constructive and responsible approach in dealing with the issue of returning to the nuclear agreement, from which the United States unilaterally and illegally withdrew, and the need for Washington and its Western allies to meet the legitimate Iranian demands.

The Minister of Foreign Affairs and Expatriates indicated that Syria continues to support the principle of (one China) and China's stances in the face of attempts of external interference in its internal affairs in Taiwan, Hong Kong and Xinjiang, and stresses China's inalienable right to take the measures and steps it decides to defend its sovereignty, especially In the face of the unprecedented escalation and policy of provocation practiced by the United States against it.

Al-Miqdad expressed Syria's condemnation of the economic embargo imposed on Cuba for decades, including the extension of the so-called "Trade with the Enemy Act" by the US administration and its call to stop the military movements and exercises conducted by the United States on the Korean Peninsula, which lead to an escalation of tension in the region.

Miqdad reiterated Syria's call for the necessity of lifting all forms of unilateral coercive measures imposed by Western countries on it and on Russia, Iran, Belarus, Venezuela, DPRK, Nicaragua, Zimbabwe and Eritrea, which constitute economic terrorism no less brutal and dangerous than armed terrorism, neither from a legal point of view nor from the point of view of its inhumane effects on peoples. Syria also stresses the need to stop attempts to interfere in the internal affairs of these countries and to respect their sovereignty, which is guaranteed by the charter and international law.

Miqdad explained that the world has gone through exceptional circumstances during the past years by all standards and has been exposed to serious political, security, economic, health, climatic and food challenges, and today it is facing unprecedented tension and escalation at the international level, threatening more dangers and throwing the world into the unknown, if action is not taken quickly to confront these challenges. Collectively and jointly, which contributes to meeting the aspirations of all peoples to achieve security, stability, prosperity and sustainable development and to ensure that the goal of “leaving no one behind” is not just a slogan, pointing out that achieving this begins when some Western countries realize that great countries are not great with their tyranny and power.
