The budget of the Ministry of Culture will amount to 4.2 billion euros in 2023, an increase of 271 million (+7%), Minister Rima Abdul Malak announced on Monday at a press conference.
This envelope includes the Culture mission as well as the media (excluding public audiovisual), books and cultural industries components.
In 2022, the budget of the Ministry of Culture exceeded 4 billion euros for the first time.
In detail, among other things, 711 million euros (+1.1%) are allocated to the financing of cinema and audiovisual production and video games in 2023, and 208.5 million euros will be devoted to the Culture pass, i.e. 9.5 million additional credits.
More generally,
“the health crisis”
, as the minister recalled, has
“came to accelerate”
certain
“changes”
.
This period thus
"amplified the power of the digital giants"
and
"highlighted the social inequalities in access to culture"
.
And the ministry to draw up
“major challenges”
:
“What will become of our cinemas, our bookstores, our theaters, our museums, our operas in twenty years?
Which audiences will visit them?
What would our society look like if these places were doomed to empty?
Faced
with “these threats”
, the priority
“is more than ever to engage ourselves in artistic education from an early age and to develop the desire for culture in the flesh of our youth”
.
In addition, the Ministry of Culture intends to
“assert the place of French creation, of the French language, of French innovation in the digital ocean”
.
By betting, for example,
“on the training of new talents by guaranteeing, in this increased distribution, fair remuneration for creators”
.
With regard to public broadcasting, the 2023 allocation, as expected, amounts to 3.8 billion euros.
But it is the mechanism that changes, since the fee has been removed.
The money allocated to public broadcasting now comes from a share of VAT.
