"Fat Leonard", the intellectual author of the biggest corruption scandal in the US Navy, asks for asylum in Venezuela

Leonard Francis, the fugitive known as "Fat Leonard" who orchestrated the biggest corruption scandal in US Navy history, has applied for asylum in Venezuela, a source close to the Venezuelan government told CNN on Tuesday.

Francis was arrested in Venezuela last week at the request of the US Marshals Service, and US government officials had initiated proceedings with Venezuela to request his extradition.

According to Venezuelan law enforcement, Francis was attempting to travel to Russia.

Earlier this month, Francis escaped from house arrest in San Diego by cutting off his anklet, US Marshals Deputy Omar Castillo told CNN at the time.

Francis escaped only three weeks before his sentence was imposed.

Given this, the US federal police had filed a so-called "Red Circular" with the multinational police organization INTERPOL.

A Red Notice is a global request to participating INTERPOL members to provisionally arrest a wanted suspect pending further legal action, such as extradition.

Francis, whose nickname "Fat Leonard" comes from his then weight of 180kg, pleaded guilty to bribery and fraud charges in 2015.

The investigation into the corruption scandal began in 2013 and spanned capitals and ports across the Pacific, including Singapore, Tokyo, Bangkok and Manila.

During the investigation, several Navy officials were arrested and charged with accepting cash, prostitutes and all-expenses-paid trips in exchange for taking ships to ports where Francis' contracting company, which provided services such as fuel and tugboats, operated. .
