Aragonès' commitment to the referendum collides with the opposition of Junts and the Government

The ERC partners now threaten to demand a matter of trust from the 'president', an idea to which the CUP joins

The two partners of the Catalan Government aired this Tuesday without the slightest blush the serious disagreements that separate them during the first session of the General Policy Debate held in Parliament.

Of course, at the moment, although the feeling is of being on a tightrope, neither of the two parties gives the final blow.

Pere Aragonès dusted off the proposal to reach an agreement with the Government, without calendars, to determine the conditions of a referendum and Junts not only rejected it but also made a full-fledged amendment to the advances in the territorial axis.

Albert Batet, spokesman for Junts, challenged Aragonès to comply with the government pact and even threatened to demand that he submit to a matter of trust, an announcement that comes after a month ago he warned that he would take the continuity of Govern to grassroots vote if there was not a change of course towards secession.

The CUP has also presented a motion for next week's plenary session also asking for the confidence vote.

The central government also disregarded the clarity agreement proposed by Aragonès.

“How are we going to trust a new proposal if the agreement that facilitated his investiture is not fulfilled?

Do you plan to comply with it?”, Batet has snapped at Aragonès, in addition to insisting on the need to have “guarantees and concreteness”.

Not only that: Batet, in a sour tone, demanded from the Republican that if he does not give it to him, they will demand that he submit to a matter of trust as Carles Puigdemont did in his day in 2017, a maneuver that ended with the promise of holding a referendum to obtain the support of the CUP.

Junts criticizes Esquerra for ignoring his demands about articulating a common strategic direction for independence, as well as the need to act jointly in Congress and change the focus of the dialogue table.

"We have told him the right way and the other way around, without obtaining the expected result," he reproached him.

The announcement of the possible request for a confidence motion was received with an exclamation of surprise from the Republican caucus.

Aragonès, already made it clear in the subsequent reply that he does not intend to submit to any movement that could "destabilize" his government, and challenged Junts to make the decisions that he considers appropriate.

He did not explicitly mention an eventual departure from the government of the postconvergents.

"I have put proposals on the table, if there are alternative proposals I am willing to listen to them," said the leader of the Executive.

“It is essential that we strengthen the Government”, Aragonès has claimed, who has also hired the Junts envite demanding loyalty.

"The agreements must be looked at in their entirety," said the

.

In a very long debate, the leader of Junts took the floor after 9:30 p.m. and exposed the wound that separates the two partners of the Government.

That ruined the efforts of members of the Government, who had conspired so that the debate would be a showcase to show off the work of this year and a half of legislature and thus transmit a message of unity despite the turbulent relations of the parties that they make him up

Aragonès, in his speech in the morning, had spared no effort in dwelling on the work of each one of the directors, regardless of his political color, although he never mentioned the name of his partner, Junts.

The Republican leader had also taken advantage of the lectern to announce a plan to help families in the face of inflation and the energy crisis, 300 million euros that,

chest of the gratuitousness of the day-care centers and it obviated that only has approved a law, the one of the budgets, in which it takes of mandate.

But the attention of the hemicycle -with Laura Borràs, suspended president of the Chamber, following the session from the guest gallery- was on what Aragonès' proposal would be on the national axis.

A month ago Junts had warned that if the course on the road to achieving independence was not straightened out, it would be the grassroots who would have the last word on the continuity of the Executive.

Hence, the new commitment to the motion of confidence was received with astonishment.

“I will not enter any game that paralyzes the institutions”, said Aragonès in response to the leader of the ERC bench, after Batet's intervention.

The Canadian route that Aragonès proposes seeks to collect the experience of what happened in Canada between 1980 and 2000, when the so-called "Clarity Law formulated by the Supreme Court of Canada in its ruling on the secession of Quebec" was approved.

The Republican aspires to an agreement, not a law, that proposes "when and how Catalonia can once again exercise the right to decide."

The legal situations of both states are completely different and difficult to transplant, but Aragonès aspires to establish parameters similar to those made for the Canadian province: clarity of the question, who determines it and what could be the necessary majority (the Canadian Supreme never quantified that scale).

Of course, the triumph of the yes, according to the Supreme, implied not the possibility of secession,

Aragonès assured that his "scrupulously democratic" proposal for a clarity agreement is aimed at both independentists and non-independentists.

And he pulled from the surveys of the Center for Opinion Studies of the Generalitat (CEO), the Catalan CIS, to justify that the referendum is a transversal proposal, which goes beyond independence.

According to the CEO, holding the referendum is the preferred option for voters of all parties, except for the PP and Vox.

In the PSC, support reaches 73.7%.

If you look at Ciudadanos, the support is 50%.

"This social majority exists and no one can ignore it," he has said.

The proposal, without dates or calendars, and which implies that a consensus is first reached with entities, parties and unions in Catalonia, also seeks to draw the attention of the international community.

Hence, the same terminology used in the Canadian case is used.

Later it would be presented to the Government.

The central Executive has actively and passively ruled out the possibility of holding a referendum and the minister spokesperson, Isabel Rodríguez, repeated the slam yesterday.

After the Council of Ministers, she regretted that the independence supporters maintain "their maximum claims that are not shared by the Government at all."

The PSC, the main group in the Chamber, tiptoed over the proposal and its leader, Salvador Illa, described it as “

deja vu”

.

This is an uncomfortable issue for the Socialists, since until less than a decade ago the PSC defended the holding of an agreed referendum.

In one of his political presentations, he even included a route similar to the Canadian clarity law that finally fell into the final text that was approved in 2016. The commons, for their part, recalled that in his day the deputy Xavier Domènech had done a similar proposal and from the ranks of the Republicans was then described as a past screen.

Aragonès now asks the leader of that formation, Jéssica Albiach, to put pressure on the central government to give birth to the plan.

The debate about the fit of Catalonia in Spain is relegated to a pressing need for the Government: the need to approve the budgets.

The alliance between ERC and Junts adds 64 deputies and needs at least another four votes of support to validate the accounts.

Since the CUP has already moved away from that possibility, the Comunes announce themselves as potential allies.

The PSC is also open to negotiations, but within the Government this option generates little sympathy.
