Fürstenfeldbruck – Mayor Erich Raff describes Fürstenfeldbruck's air base as a "black box" at the opening of the information fair for the future development of the site.

According to Raff, everyone has an idea of where the site is, but very few people know what it looks like and what is on it.

The air base is a former airfield that is currently being used by the German Armed Forces for a number of departments, including the Air Force Officers' School.

In 2026, the federal government left the site for good, making the 200 hectares usable for the city.

For this reason, on September 23rd and 24th, an information market about the ideas and realization competition for the conversion of the airfield took place in the Fürstenfeld monastery, in which the experts Mayor Erich Raff, Nadja Kripgans-Noisser as project manager airfield conversion, head of the building authority Johannes Dachsel, Josef Co-trainers from the urban planning office bgsm and Birte Wiele from Hendricks & Schwartz were available.

"Informing, inspiring and involving the citizens from the beginning is the important first step in planning."

Together they presented the concept of citizen participation.

Because the plan for the new use is to be developed through an urban planning competition with citizen participation.

“Informing, inspiring and involving the citizens right from the start is the important first step in planning.

They should have an understanding of the project right from the start and be involved,” says Nadja Kripgans-Noisser at the project presentation.

The neighboring municipalities should also be included in the process, have the opportunity to make planning proposals and make areas available for use.

The competition procedure

The text of the competition, which is to be decided at the beginning of next year, results from the ideas and wishes of the citizens.

This first step in the two-stage competition process, which Josef Mittertrainer from bgsm, who oversees the competition and writes the text of the competition, calls the “ideas part”, is followed by a competition.

A jury then selects a single-digit number of ideas.

These will be further deepened and revised by a second public participation, until they are presented again to the jury, which selects the final proposal.

The result is to be presented in a public presentation of results, which will be followed by the decision on the framework plan.

city of short distances

According to the planning team, the information market acts as an important building block in order to achieve active citizen participation, because it brings the area of the air base closer to the public and informs about the plans for its use.

"A mixed use of living and working space is to be created, a city of short distances with good integration into the region," says Kripgans-Noisser, describing the plans.

However, this is not easy and without problems.

The site is preloaded

The site of the air base is heavily contaminated.

On the one hand through history, in particular the Olympic assassination, on the other hand there are existing buildings under monument protection.

"We also don't know how bad the contaminated sites are on the site," Raff notes.

That's why there is no concrete timetable yet, because too many unknown factors influence the planning.

The only thing that is certain is that the text of the competition will be presented at the beginning of next year, and the draft should be ready by the end of 2023.

Own ideas could be brought in on the blackboards.

In order to make progress with this, the citizens are first asked to get involved.

Regardless of whether you have a connection to the air base, for example through your work, or whether you only know the air base from driving past, everyone is invited to contribute their ideas.

At the information market there were boards with free spaces on which suggestions and wishes could be written down.

There will also be other information events, such as bike tours to the site or information points in the city.
