Member of the Legislative Council Election Committee, Mr. Lee Ho-yin, submitted a proposal, advocating the government to introduce strong policies to support the innovation and technology industry, and to stimulate the rapid development of the industry through large-scale procurement.
The proposal submitted by Li Haoran has 23 proposals, which are divided into three major projects: innovation and technology, youth and education, and economic and people's livelihood.

Li Haoran believes that the government should attach great importance to the industrial policy of innovation and technology, and proposes to rethink and review the concepts and principles of economic development, and carry out industrial policy consultation.
He pointed out that the innovation and technology industry should establish a "strategic industry", and proposed that it should focus on emerging potential areas such as new energy and carbon markets.
In addition, Li Haoran proposed that the government can adjust the industry structure from the demand side, such as large-scale procurement of core industry products such as information technology, in order to promote the development of the industry.

In terms of youth and education, Li Haoran proposed to enhance students' national awareness in various aspects, including combining education on the Constitution with education in modern and modern history, launching more "Belt and Road" study tours, assisting young people to seize opportunities for national development, and encouraging mainland enterprises , Chinese-funded institutions cooperate with Hong Kong colleges and universities to provide students with learning, internship and employment opportunities.
In terms of economy and people's livelihood, Li Haoran proposed to promote the integrated development of medicine in China and Hong Kong, further deepen the cooperation with the mainland in pharmaceutical innovation, and vigorously promote the integration of medical care in Guangdong and Hong Kong.
He supports the use of innovative technologies in the property management industry, and also proposed to increase R&D support for the building materials industry and reform the project bidding system.
