At the Bad Heilbrunn citizens' meeting, a business mediator explained the various models available for the development of the town centre.

At the citizens' meeting on Monday evening in the Kursaal, he explained which construction projects are planned on Malachias-Geiger-Weg and Sankt-Kilians-Platz.

Bad Heilbrunn: Many new apartments are to be built in the town centre

He is very happy that he can work with a team of architects, a lawyer and an expert for funding programs: "It should definitely not work in Bad Heilbrunn like the second main line of the S-Bahn in Munich, where the costs have doubled because everything possible has been forgotten.”

At Sankt-Kilians-Platz and Malachias-Geiger-Weg, 2,000 square meters of subsidized and 5,100 square meters of privately financed apartments are to be built, as well as 1,000 square meters of commercial space: "We already have three applicants for medical practices and one applicant for a pharmacy," explained Weissbecker.

He could also imagine a physiotherapy practice, a bakery, a café or a restaurant in the commercial space.

Weißbecker expects that 26 to 28 subsidized and 60 to 62 privately financed apartments will be built.

"It could also be more, there are reserves in it," says the real estate expert.

There are also four privately financed semi-detached houses.

Investing in buildings on their own land could pay off for the municipality

The municipal council had discussed whether the municipality could keep land in its ownership.

Weissbecker therefore prepared an extensive overall calculation.

The result: The investment in the building could actually pay off for the municipality due to the subsidies.

The problem, however, is the high investment costs of around 25 million euros.

High costs would increase the debt level of the community

If the municipality were to implement the project, the level of debt would skyrocket from the current 8.7 million euros to 23.5 million euros by 2025: "The municipality would be shown the red card for financing of this magnitude," Weissbecker is convinced.

Especially since there are considerable risks such as price developments.

So you have to look for alternatives.

In his opinion, the financing would be quite feasible if a municipal housing association were founded.

The catch: you would not receive any funding: "I talked about it with the government of Upper Bavaria," said Weissbecker.

"Unfortunately, the funding model does not provide for this."

Weissbecker presents alternative models

Alternative number two would be a small solution in which the municipality only invests in one building.

The advantage: you would have at least one building in your possession, but even with this solution, the debt would increase significantly.

Alternative number three would be to sell all the land to an investor.

The community could then look forward to lavish income.

The big disadvantage: After 25 to 40 years, the apartments would no longer be subsidized and would be placed on the free housing market.

He could "not understand this legal regulation at all," said Weissbecker: "The price of the property is also reduced for all the future."

Weissbecker considers this model to be the most sensible

Model number four is therefore the most sensible: According to this, the municipality awards part of the land in leasehold.

The social housing would then be secured for a long time, since the municipality remains the owner of the property.

However, the heritable building right is “not so in demand” among investors.

Therefore, the municipal council decided to "pretty up" the heritable building right.

In other words: The plots of land on Sankt-Kilians-Platz and on Malachias-Geiger-Weg are being leased out with heritable building rights, plus the Anger 1 plot of land, which can be sold on the open market, is a "treat".

Anger 2 and the plots of land for the semi-detached houses are intended to bring more money into the municipal treasury.

Local model for Bad Heilbrunn

The cold rent in the social housing is 10.90 euros per square meter according to the subsidy model of the district.

The municipality can determine the allocation in a catalog of criteria.

The income-oriented funding model of the Free State is also conceivable, in which the municipality would have less influence on the selection of applicants.

In addition, there is a subsidized property acquisition, in other words, a local model.

Interested parties can purchase the plots for EUR 5,250 per square meter.

Here, too, the municipality can set criteria, such as the highest permissible income and assets as well as involvement in clubs.

The real estate specialist emphasized that the prices are rough guidelines: “Energy, the economic situation – nobody can say how things will continue.

Everything is in a thick fog - I'm very excited to see what offers will come."

Doctors and pharmacists should be kept in place

Mayor Thomas Gründl emphasized that it is crucial for the municipality to keep the doctors and pharmacists in town: "In addition to the local supply, this is a very important thing." Everything has to be calculated carefully, since every new building entails further investments - for example in social facilities and the sewage treatment plant.

In the citizens' question and answer session, Iradj Rahimpur was surprised that there should be a locals model in Bad Heilbrunn: "The EU said that this is not legal." The Heilbrunn locals model is EU-compliant, Weissbecker replied.

Applicants used to be required to have lived in the community for five or ten years, but now other criteria apply.
