Departmental Assizes prepared in a " particularly difficult
" political and budgetary context

This is how François Sauvadet, President of the Assembly of French Departments, defined the framework of the 91st Congress.
Nearly 4,200 territorial advisers are expected in Lot-et-Garonne, in Agen (October 13 and 14) to address the emergencies and the major issues facing the 101 French departments.
While welcoming the quality of the dialogue initiated with the government, the president of the Côte-d'Or said he was "
neither satisfied nor dissatisfied
" but rather attentive to the need to find the right way to achieve a "
shared vision
".
He believes that the gravity of the current crisis allows a new exchange with power and is delighted.
Several ministers will be received in Agen: Geneviève Darrieussecq (Disabled people), François Braun (Health) or Agnès Firmin Le Bodo (Territorial organization), Caroline Cayeux (Local authorities) and Christophe Béchu (Ecological transition).
Note that Gérard Larcher, President of the Senate, will also intervene after a round table of the United Territories, bringing together David Lisnard (Mayors of France), Carole Delga (Regions of France) and François Sauvadet (Departments of France).

We are seeing a rise in precariousness everywhere in France
”, observes the UDI president of the ADF, noting that the crisis “
hits even harder
” in rural areas.
Faced with "
the explosion of social spending
" and the evolution of the missions imposed on firefighters with the phenomenon of mega fires observed this summer, Sauvadet appeals to the general "
responsibility
" of all actors.
Concerning the protection of children and the health field, he recalled that the departmental actors were at the forefront of the phenomena of "
violence
" identified today in French society.
In this period of " heavy
" economic and social climate
, he considers it important to preserve room for maneuver for the departments, and repeats a message that he had already formulated in the direction of Bercy and the Minister of the Economy Bruno Le Maire.
“
We cannot be asked to do more while pressing the brakes on spending
”, warns the elected official, pointing to a risk of “
head-to-tail
”.
He also invites the Minister of Solidarity Jean-Christophe Combes to "
come to the field
to take the measure of departmental difficulties.
According to him, about fifteen departments are in a delicate situation and he wants the State to pay particular attention to them.
In the presence of Sophie Borderie, president of Lot-et-Garonne, the president also put a requirement on the table of the executive.
While rejoicing at the “
trajectory
” worked out with the government and specifying that the departments had “
obtained
” what they wanted (no new contracts from Cahors, a review clause), François Sauvadet insists on the need to “
go out
» the individual solidarity allowances (AIS) of the trajectory traced.
According to figures from the ADF, these three allowances, which concern more than 3.5 million beneficiaries, represent 10.26 billion euros for the RSA (Revenu de solidarité active), 5.7 billion for the APA ( Personalized autonomy allowance) and 2.04 billion for the PCH (disability compensation benefit), i.e. a total of approximately 18 billion.
The departments note that the cost of these AIS is only covered by the State up to 8.5 billion while it had undertaken to compensate for this decentralized competence.
Finally, concerning the RSA (Active Solidarity Income), which is the main instrument in the fight against poverty and concerns 4 million people, the annual expenditure reaches 15 billion euros.
Its amount is increased by 4% and should increase for a single person from 575.52 euros to 598.54 euros.
