Draghi and Meloni seek a quick transition in Italy to comply with the EU

The President of the Republic tries to accelerate the process of forming the new Government and comply with international and financial demands

Only 48 hours have passed since Giorgia Meloni achieved a historic triumph in the Italian elections.

The country's history and its complex and lengthy democratic rituals would advise caution.

But Italy's demands and international commitments, instead, call for urgency.

The leader of the Brothers of Italy, who has not spoken in public since election night, is quietly working on a meteoric plan of action to get into her new office at the Chigi Palace before November 1.

“She is studying all the

dossiers

that he must face soon”, assured the head of the parliamentary group of Brothers of Italy, Francesco Lollobrigida.

There are several factors that advise it.

Mainly, the drafting of the budget law and the implementation of the norm, which must be signed by the new Executive and that Brussels will claim shortly.

A transition operation that all the parties consulted agree will be orderly and collaborative.

The only problems, everyone thinks now, can come from the League.

The music that will sound in the coming weeks will be conducted in the orchestra pit by the President of the Republic, Sergio Mattarella.

It is evident that the head of state, with progressive leanings, would have preferred to face another political scenario.

But he didn't want to continue being president either, and he accepted the second assignment because of the enormous responsibility and neutrality that he has always exhibited.

The Quirinal Palace, seat of the Presidency of the Republic, will now design a shorter process than usual, but it will not really start until the first session of Parliament, scheduled for October 13 (when the Constitutional Court will validate the election result).

From there, the presidents of the Senate and the Chamber of Deputies will be elected,

the first acid test for the coalition led by the extreme right.

Then, Mattarella will call Giorgia Meloni, she will assign him the task of forming an Executive and she will have to return with a list of ministers to be ratified and voted on in the chambers.

In the Quirinal, explain sources from the Head of State, they manage the forecast that the new Government can take the oath of office around October 23.

"But it depends on the parties," they point out.

The same sources believe that there should be no problems with the ministers, since everything that the coalition has leaked so far is in line with maintaining a certain stability in the main portfolios such as Economy (Fabio Panetta, former director general of Bankitalia and currently a councilor at the ECB) and Foreign Affairs (Antonio Tajani, former president of the European Parliament, is a strong candidate).

Mattarella considers that there is no time to lose and will do everything on his part so that Italy has a new Executive as soon as possible, they point out.

Meanwhile, however,

Mario Draghi maintains a cordial relationship with Meloni (despite the fact that he was the only voice that decided to oppose his Executive).

Probably not as much as she likes to brag these days to Italy's Brothers to reassure the markets and Italy's international allies, but she has always been fluid.

“She is correct and loyal.

Also when Meloni was the head of the opposition.

It is true that there were problems with the vaccinations and the vaccination certificate.

But there were moments of collaboration, such as Ukraine, where Meloni always voted in favor of the Government and the shipment of weapons”, they point out in the environment of the prime minister.

“There is no joint vision.

They come from different traditions, different natures.

But loyalty and correctness, yes.

Draghi wants to make it as orderly and responsible as possible."

The current prime minister, in fact,

The first commitments with Brussels that will have to be respected are marked right now by the budget law.

Also the turbulence that may be encountered along the way (Moody's public debt rating is expected on Friday).

On October 15, the draft of the budget law should be sent to the European Commission, but Draghi does not want to intervene in any economic element that may have a political nature.

In case of going through an electoral process, as happened in Germany, a certain margin of time is given.

So what will be sent that day, they point out at the Chigi Palace, is a trends document.

"The programmatic part will not be presented," he insists.

That will have to be done by the incoming government.

for now,

Draghi's work goes in the direction of leaving the accounts perfectly organized and not incurring a deficit.

Brothers from Italy, despite pressure from the League, it seems that he agrees.

The paradox is that Meloni's party sees itself these days as the responsible party in the coalition and fears that the problems could come from another of its partners.

The League and its leader questioned

The three formations must now agree on many matters of a nominal nature.

The main problem, however, can come from the League.

Matteo Salvini is highly questioned by the dismal results obtained, in which he has been beaten by the Brothers of Italy in most of his northern fiefdoms.

In fact, the party's founder, Umberto Bossi, has been out of Parliament for the first time in more than 30 years.

And that until now the senator appeared in Varese (Lombardy), one of the most impregnable constituencies of the old Northern League.

Salvini has tried to calm things down by proposing his spiritual father as Senator for life.

It is not clear if he will serve.

The criticism, in a party not used to questioning its leader, has not been long in coming.

Roberto Maroni, who was interior minister in the Berlusconi governments and guided the party in the transition from Bossi to Salvini, called on Tuesday for an immediate replacement.

"It's time for a new leader," he wrote on his social media.

His opinion counts for a lot in a party with a northern tradition, which is beginning to yearn for autonomy claims.

But even more so that of the governor of the Veneto region, Luca Zaia, who obtained a historic result in the last elections (75% of the votes) and has a great influence on the formation.

He is one of the candidates to succeed the current leader.

A crisis in the League, they maintain in Brothers of Italy, would not be good news for anyone.

The problem is that Salvini tends to gesticulate and exaggerate more when things don't go his way.

And in the coalition they fear that he could force some debates like the one in the ministries.

“These are difficult days for him.

And he will want to demonstrate to his electorate and his party that he still has enough strength to defend the interests of the League by imposing certain names.

And the first would be his.

Salvini would like to return to the Ministry of the Interior, from where he grew electorally thanks to his policy of closed ports for NGOs that rescue immigrants in the Mediterranean.

But for now there is no interest among the rest of his partners in doing so.

The portfolio that could be assigned to him, published

La Stampa

on Tuesday, it is that of Transport.

A ministry with powers over ports, but also over buses.
