The trainees come from different majors and are nominated by their respective government departments. Chief Executive Li Jiachao described them as senior civil servants with leadership potential and outstanding performance who will become the leaders of the future civil service team.


Li Jiachao pointed out that he would like to thank the Hong Kong and Macau Affairs Office and Peking University for their full support. The course design, selection of tutors and students' living have been carefully and thoughtfully arranged.

He hopes that the course can train civil servants who "love the country and Hong Kong" and contribute to the full and accurate implementation of "One Country, Two Systems" and the construction of Hong Kong.

Li Jiachao put forward three hopes for the trainees, including the practice of academic knowledge in policy formulation and governance. He said that the country's achievements in reform and opening up, economic construction and social governance are obvious to all. The trainees should think about how to apply the country's experience to Hong Kong and solve the problems for the people. , in response to the central request.

Secondly, to deepen their understanding of the overall situation of national development, Li hopes that the trainees will communicate with mainland officials, teachers and students, visit different places, and establish a "circle of friends" in the mainland.

Thirdly, Li Jiachao hopes that the students can look at the international situation from the perspective of national conditions and Hong Kong conditions, grasp the country's position in the global situation, and make the best preparations for telling the stories of China and Hong Kong well on the international stage.

The government signed an agreement with Peking University in April this year on co-organizing the course. Li Jiachao said that the goal is to train future leaders of the Hong Kong civil service.

The course lasts for two years, the first year of which must be studied at Peking University, covering four major parts: public administration and leadership, national governance and SAR affairs, international affairs and global governance, and social investigation and management practice.

During the period, the trainees will go to different places in the mainland to experience various aspects of development, and will communicate with mainland scholars, officials and professional colleagues.
